Job Brief
The Head of Finance is a member of the Senior Management Team (SMT) and holds senior managerial and strategic accountability for the planning, acquisition, deployment and management of financial and physical resources for the organization including financial, physical, support systems infrastructure and procurement.

Qualifications:
Essential
- Recognised Accountancy Qualification / registered or eligible to be registered member of Recognised Accountancy Body e.g. ACCA, CPA, ACMA, CIMA, ACA or equivalent accountancy body in other jurisdiction
Knowledge and Experience:
Essential
- Experience at a senior level of managing and working collaboratively with multiple internal and external stakeholders and a proven ability to collaborate and work effectively with external partners within well-structured governance relationships relevant to the role
- A high degree of analytical, conceptual and problem-solving skills in financial and business management.
- Significant post qualification experience of senior resource and finance management in a substantial service organisation.
- Working experience of Governance and Standards - Legal, Regulatory, Statutory and Governance Management Procedures, systems and processes.
- Excellent leadership skills, delivering change, process management and organizational skills
- An ability to work under pressure and achieve tight deadlines with attention to detail.
- Project Management skills.
- Have a proactive commitment to all communications with internal and external stakeholders, with strong communication skills including influencing, persuading and problem solving.
- Excellent IT skills, MS. Office to include Word, Excel, PowerPoint, Outlook MS Teams.
Desirable:
- Excellent knowledge of Public Sector and Charity accounting and financial management systems, or the ability to quickly acquire such knowledge

JOB DESCRIPTION
Role Title: Head of Finance
Reports to: Chief Executive Officer

- All function and organisation managers
- Through the CEO to the Chair of Board Sub Committee and as required relevant Committees of the Board
- Working relationship with relevant statutory and regulatory bodies
Primary Purpose of Role
- To play a lead role in the long-term planning of Western Care Association's finance and asset base.
- Ensure the development of a positive organisational culture within the finance team and other services and functional areas.
- To ensure the effective stewardship and governance processes are operated in the use of all financial and physical assets of the Association.
- To ensure that the Association has an effective financial infrastructure base to support its operations.
- To have oversight management of all major resource and contractual arrangements with external providers.
- Ensure regulatory compliance and adherence to national financial regulations and good governance.
- To give leadership on the effective and efficient use of resources at an Association systems level.
- Drive staff upskilling, process improvement, service quality and efficient ways of working across finance and service areas.
- Ensure that appropriate plans and operational performance metrics, key performance indicators are in place and evaluated ongoing continuous improvement on operational quality and cost effectiveness.
- Working knowledge of accreditation e.g. the health information and quality authority, (HIQA) standards for healthcare HSE enterprise risk management framework, national standards for the prevention and control of healthcare associated infections hygiene standards, cybersecurity and open disclosure as they apply to the role.
- Work with Facilities manager to ensure Western Care Association meets its financial legal and contractual obligations as a company, service provider, registered charity and Approved Housing Body.
- Participate in any working groups, forums or committees as requested by the CEO and report key actions/deliverables and outcomes to the CEO.
- To ensure the Association has adequate insurances in place and manage the claims with insurers.
- Additional functions may be assigned by the CEO from time to time.
Principal Duties and Responsibilities
- To lead the strategic resource planning for Western Care Association including multi-year budget planning and investment planning.
- To ensure that the Association produces and implements an annual balanced operating budget.
- To ensure effective and efficient cash flow management within Western Care Association.
- To ensure that the Association has a capital investment plan with clearly defined associated funding streams and actions.
- To oversee the development and implementation of new resourcing models, systems and methods in service delivery, that work towards operational excellence in financial services.
- To play a lead role in developing the resourcing and financial aspects of the annual Service Plan and in collaboration with SMT lead the Service Level Agreement with the HSE.
- To identify other potential funding streams and support relevant managers with applications for funding and the necessary requirements in support of these.
- Support the vision for service improvement and embed a customer service ethos.
- Work with the HSE finance team and support the new HSC integrated care model.
- Support, promote and actively participate in sustainability initiatives and create a more sustainable low carbon and efficient workplace at Western Care Association.
