Opportunity
407 ETR is embarking on a transformative journey to elevate data as a strategic asset that fuels smarter decisions, customer insights, and operational excellence. This is a newly created role that offers a rare opportunity to define and lead an enterprise-wide data and analytics capability from the ground up.
Reporting to the CIO and working closely with partners in Revenue Optimization, Finance, Customer Operations, and others, the Head of Enterprise Data & Analytics will play a pivotal role in shaping the vision, building the team, and establishing the infrastructure that enables 407 ETR’s long-term business strategy.
With strong executive backing and enterprise-wide influence, this role is ideal for a strategic, hands-on leader ready to grow a greenfield function into a high-impact, trusted partner across the business.
Position Summary
The Head of Enterprise Data & Analytics is a senior leadership position responsible for defining and executing the enterprise-wide data and analytics strategy and scaling a comprehensive data and analytics strategy across the organization. This role will establish foundational data capabilities in data governance, architecture, analytics, and data science to unlock business value and accelerate decision-making.
As a key advisor to the CIO and member of the IT leadership team, you will lead the transformation from a nascent data capability to a mature, insight-driven culture. You will be responsible for developing and mentoring a team, implementing modern platforms, and embedding data as a critical enabler of 407 ETR’s operational and strategic goals.
Responsibilities:
Define and execute a comprehensive data and analytics strategy aligned with the organization's overall business goals.
Champion the use of data as a key business enabler—identifying opportunities to unlock value across the organization.
Create and lead a Data Analytics Center of Excellence that serves as the central hub for best practices, innovation, training and cross-functional collaboration in data science and analytics.
Evaluate new data analytics tools, platforms and methodologies, ensuring that the organization remains on the cutting edge while maintaining alignment with company standards.
Serve as a trusted advisor to the CIO and senior leadership team, driving adoption of data-driven decision-making.
Build and lead a high-performing data and analytics team from the ground up.
Foster a culture of innovation, collaboration, and continuous learning with a strong focus on business outcomes.
Design and oversee a modern data ecosystem, including data environments, platforms and advanced analytics tools to support enterprise analytics and AI/ML initiatives.
Establish robust data operations practices including data observability, incident response, SKA management and monitoring frameworks.
Establish and maintain robust data governance, data quality, and compliance frameworks and policies to ensure secure and ethical use of data including enterprise-wide metadata management, lineage tracking and master data management to enhance data trust and reusability.
Lead the development and implementation of data-driven solutions to improve decision-making and operational efficiency, collaborating with stakeholders in revenue optimization, customer experience, finance, and operations.
Enable self-service BI capabilities and enforce best practices across business teams to ensure consistency and trust in reporting and cultivate enterprise-wide data literacy.
Lead the development of predictive models, AI/ML applications, and other advanced analytics capabilities to generate customer insights, drive personalization at scale and inform decision making across the organization.
Evaluate and manage relationships with third-party vendors, platforms and solution providers across the data and AI/ML ecosystem.
Requirements:
Master's degree or PhD in a relevant field (e.g., Data Science, Statistics, Computer Science, Engineering)
10+ years of experience leading enterprise data, analytics, or data science teams
Proven track record building and scaling data organizations and delivering high-value business outcomes
Strong technical expertise in data warehousing, cloud platforms and modern data architecture
Experience managing data operations in large data environments, overseeing the complete data lifecycle and in-depth knowledge of data governance principles, data documentation and quality assurance
Experience with supervised and unsupervised learning algorithms and their application to large datasets
Proficiency in deploying and managing data and AI/ML solutions in cloud environments (AWS, Azure or GCP)
Proven track record of developing and implementing successful marketing effectiveness frameworks and optimization strategies
Proficiency in programming languages like Python, R, and SQL
Strong leadership presence with the ability to influence senior stakeholders and drive cross-functional alignment
Excellent communication skills to effectively communicate data insights to technical and non-technical audiences
Passion for growing high-performing teams, elevating data literacy and driving cultural change through data democratization and literacy programs

In 1999, 407 International became the owner of the 407 ETR Concession Company Limited ("407 ETR") which is the operator and manager of the highway, which extends 108 kilometres east-west across the top of the Greater Toronto Area. The Company is owned by indirectly owned subsidiaries of Canada Pension Plan Investment Board (total 50.01%), also known as CPP Investments; Cintra Global S.E., a wholly owned subsidiary of Ferrovial S. A. (43.23%); and SNC-Lavalin (6.76%).
