Job Description:

Position Purpose summary:

The Harm Reduction Wellness Manager will implement and give oversight to HHB’s Harm Reduction and Wellness program with the aim of increasing mental and physical wellness for clients as well as staff. The incumbent will provide expertise and program management by facilitating education sessions, conducting needs assessments, and implementing workflows to better incorporate harm reduction principles and best practices across all areas of service delivery. The incumbent will recommend necessary adjustments to programming to the Director of Programs or Designate

Accountabilities:

Program and Service Responsibilities:

  • In consultation with the Assistant Director of Programs or Designate, Implement previously approved policies and procedures across staff teams.
  • Provide oversight, coordination and education of HHB’s Harm Reduction program to staff and clients.
  • Development of overall culture of harm reduction beginning at the point of entry following individuals through to discharge into permanent housing.
  • Facilitation of Skill-building, education, and confidence in staff team in serving those with substance use and other complex needs.
  • Development of relationships with people with lived experience to enhance service delivery.
  • Conducting needs assessment via formal audit of the programs as it relates to harm reduction, public health, and staff training needs.
  • Ensuring existing policies are in alignment with current harm reduction principles and best practices, removing contradicting policies and working along the staff to implement updated harm reduction policies and procedures.
  • Formalizing relationships with Public Health, Needle Van, and other community organizations to ensure clients and staff have timely access to harm reduction materials.
  • Develop plan for ongoing monitoring and replenishing of harm reduction supplies.
  • Design and Deliver staff and client training on safer use, overdose response, balancing harm reduction with infection control; needs and the distribution and collection of harm reduction equipment’s.
  • Conduct program evaluations by reviewing outcomes regarding overdose events, staff and client feedback and adjust program as required.
  • Create and provide an educational workshop for both staff and client regarding harm reductions.
  • Liaise with community resources and encourage community involvement in programs, partnerships and program development.

Human Resources:

  • Identify staff training requirements and make recommendations regarding staff development.
  • In the absence of the Shelter Program manager, conduct regular supervision with staff; ensure that performance reviews are completed, in a timely manner, for all staff.
  • Provide support and team leadership to staff and ensure that they work together to achieve the purposes of the organization.

Health and Safety:

  • Monitor staff safety practices in compliance with health and safety standards, and prepares, submits and acts on incident reports; provide calming intervention as required ensuring the safety of everyone.
  • Monitor compliance with health and safety legislation, provide advice, make recommendations and improvements, and assist with the development of company policies/guidelines/handbooks as it relates to health and safety.
  • Responsible to maintain a level of competency and understand Sections 25 and 26 of the Occupational Health and Safety Act (OHSA) Ensure that the measures and procedures prescribed (OHSA) are carried out in the workplace and that every reasonable precaution is taken for the protection of the worker and workplace.
  • Responsible to work in compliance with the Ontario Health & Safety Acts and Regulations.
  • Responsible to work in a manner as required by the employer and use the prescribed safety equipment.
  • Provide oversight to WSIB claims and other health and safety matters as required within applicable departments, including supervision of the Early and Safe Return to Work Program.
  • Ensure that proper procedures are followed in the event of a workplace injury or illness, conducting incident investigations when required.
  • Participate in all Health and Safety related accidents and injury investigations.
  • Perform other position-related duties.

MANAGERIAL/Technical Leadership RESPONSIBILITY :

  • Reports directly to: Assistant Director of Programs or Designate.
  • Direct report to the role: up to 5 at various locations.

FINANCIAL AND MATERIALS MANAGEMENT:

  • Minimal material responsibility.
  • Regular responsibility for minor financial matters and for wise use of own resources.
  • May be authorized to handle small amounts of cash. Little input to annual budget or revenue projections.
  • Have input into program departmental budget requirements.

Working Conditions:

  • Schedule may vary according to requirements of responsibilities – some weekend and evening work may be required.
  • Ability to lift/move up to 20 lbs.
  • Some travel required.
  • This position is considered a management position for the purposes of the Employment Standards Act of Ontario and as such is not covered by various ESA rules, including but not limited to those related to hours of work, daily and weekly rest periods and overtime compensation. Salary is based on average minimum weekly hours of 40 per week and hours worked are compensated through the annual salary amount.

education and experience Qualifications:

  • Completion of a post-secondary/college/ University program of three academic years in Social Services or equivalent education.
  • Non-Violent Crisis Intervention Certification and CPR/First Aid Certification would be an asset or willing to obtain.
  • Alternative combinations of education and experience may be considered.

Experience and Skilled Knowledge Requirements:

  • Minimum of five (5) years of prior related experience working with marginalized clientele in a social service setting, including experience at a supervisory level.
  • Knowledge of mental health and substance use program development, knowledge of both theoretical and practical aspects of project management methodology and best practices.
  • Knowledge of project management techniques and tools.
  • Knowledge of current social and community issues related to homelessness, mental health and substance use.
  • Experience working with marginalized communities such as homeless and under-housed people, and substance users.
  • Familiarity with community resources; particularly those related to harm reduction, mental health, and addition.
  • Expertise in workshop design and facilitation, program development, implementation, monitoring and evaluation.
  • Recent experience within the last 5 years in all aspects of project management, preferably in a social services sector or Non-profit organization
  • Proven experience in risk management and change management.
  • Proven experience in facilitating committee meetings.
  • Proven experience in preparation of briefing documents for the senior executives
  • Previous experience in managing multi-year projects and deliverables.
  • Previous experience in managing transformation projects.

  • Develop an understanding and support for the mission and purpose of The Salvation Army in Canada and its implications as related to position responsibilities.
  • Understanding and support for The Salvation Army Harm Reduction Guidelines for Emergency Shelters .
  • Support for and an understanding of the mission and purpose of The Salvation Army in Canada.
  • Support for and strong understanding of Housing First principles and service orientations including harm reduction, trauma-informed and culturally competent care.
  • Maintain information in confidence as required.
  • Participate as an active and responsible team member.
  • Participate in mandatory orientation training.
  • Participate in regular supervision and performance appraisal process.
  • Represent the organization in a professional and engaging manner.
  • Must comply with all Salvation Army policies and procedures and associated legislation.

  • Valid Ontario Class “G” driver’s license. A current driver abstract that is satisfactory to The Salvation Army, in its sole discretion, is required.
  • Provide an original copy of a Background Check with vulnerable sector screening that is satisfactory to The Salvation Army, in its sole discretion, is required. The screening is secured either through the national Canadian Police Information Centre (CPIC) or through a local police detachment.
  • Screening through The Salvation Army Abuse Registry.
  • Attention to detail, problem solving and analytical skills.
  • Strong sense of integrity and confidentiality with professional ethics and a balanced sense of fairness and flexibility.

Compensation:

The target hiring range for this position is $26.78 to $33.47 with a maximum of $40.16.

Placement in the salary range will be based on factors such as market conditions, internal equity, and candidate experience, skills, and qualifications relevant to the role.
