Responsibilities

  • Act as SME for TD Bank's Basel III reporting processes including BCAR and Pillar 3 disclosures.
  • Responsible for the Bank's Consolidated BCAR reporting process including entries, reconciliation, and analysis.
  • Timely review of inputs, supporting documents and analysis for BCAR regulatory capital and Basel disclosures.
  • Support the U.S. Banking segment with monthly and quarterly reporting and guidance on Basel III guidelines.
  • Conduct quarterly reviews of portfolios waived from or exempted from AIRB and review the semi-annual S&P survey.
  • Ensure End-User Computing applications are maintained and compliant with guidelines.
  • Provide ad-hoc reports/analysis to Business Segments, Risk Management, external/internal auditors, and OSFI.

Job Description
Department Overview

Finance Capital Reporting (FCR) team is responsible for reporting to the Canadian regulator of Financial Institutions (i.e., Office of the Superintendent of Financial Institutions – OSFI) and public disclosures in the Bank's quarterly financial statements. Reporting to OSFI includes the TDBG's Basel Capital Adequacy Reporting (BCAR) return and Leverage Requirements Return (LRR). Public disclosures include Pillar 3 disclosures. Both reporting to OSFI and publish disclosures provide key information about the Bank's solid financial stability.

Key activities of the team include:

  • Assisting in interpretation of regulatory requirements.
  • Overseeing collection of data related to credit risk, market risk, and operational risk from multiple data systems across all business segments of the Bank.
  • Overseeing implementation of changes to rules to compute regulatory capital in various technology platforms and End-User-Computing solutions.
  • Verifying accuracy and completeness of monthly production of BCAR and LRR returns.
  • Submitting quarterly BCAR and LRR to OSFI and attesting to OSFI on the accuracy and completeness of the returns.
  • Reporting key results to senior executives.
  • FCR team partners closely with many teams including Treasury, Risk Management, Technology, Internal Audit and External Audit.
Job Description / Accountabilities

The primary responsibility of this role is the completion of monthly and quarterly reporting for Basel III RWA/BCAR, quarterly public disclosures and supplementary regulatory reporting. This role will report directly to the Senior Group Manager, Specialized Finance. The accountabilities for this role include, but are not limited to the following:

  • Act as subject matter expert for TD Bank's Basel III reporting processes including BCAR and Pillar 3 disclosures.
  • Responsible for the Bank's Consolidated BCAR reporting process including entries, reconciliation, and analysis.
  • Timely review of inputs, supporting documents and analysis for BCAR regulatory capital as well as quarterly Basel disclosures.
  • Support the U.S. Banking segment with monthly and quarterly reporting including providing guidance on Basel III guidelines.
  • Conduct quarterly reviews of portfolios waived from or exempted from AIRB to support timely OSFI submissions, and review the semi-annual Standard & Poor’s survey.
  • Ensure all End-User Computing (EUC) applications are properly maintained and comply with applicable guidelines and standards.
  • Provide ad-hoc reports/analysis to Business Segments, Enterprise Capital Management, Risk Management, external auditors/internal auditors and OSFI, as appropriate.
  • Timely completion of AIRB Self-Assessment templates for assigned processes.
  • Involvement in projects and testing as it relates to new regulatory requirements and system updates.
  • Proactively identify opportunities to strengthen and improve processes and controls.
  • Proactively identify opportunities to automate processes and support the team in implementing automation solutions.
  • Promote a positive work environment that encourages teamwork, productivity, innovation, creativity, analysis, and advice.
Job Requirements
  • Professional accounting designation (CPA, CA/CPA).
  • 7+ years financial accounting and reporting experience.
  • Knowledge of Basel capital frameworks would be an asset.
  • Highly motivated with strong time management aptitude, analytical skills, and the ability to be flexible.
  • Must be detail-oriented and able to plan, manage, and prioritize multiple responsibilities while meeting tight deadlines and delivering accurate results.
  • Proactive with the ability to anticipate issues and recommend solutions.
  • Excellent communication skills, both verbal and written, and proven ability to work within and across teams.
  • Excellent knowledge of financial tools such as Financial Consolidation and Close Cloud Service (FCCS), Excel, Word, Pivot tables as well as the ability to learn new tools when required.
