Job summary

FuntoNetwork is seeking a Business Analyst - Level 3 for upcoming IT Specialized Services (TBIPS) engagements in the National Capital Region of Canada. The role focuses on collecting, validating, documenting source data, business rules, and performance measures, delivering reproducible work products, and aligning with stakeholder requirements through the full lifecycle of an RFP/solicitation process.

Qualifications

• Demonstrated BA-3 responsibilities in public-sector or regulated environments.
• Ability to produce complete, reviewable work products tied to requirements.
• Strong documentation, stakeholder coordination, risk awareness.
• Licenses, certifications, clearances when required by solicitation.

Responsibilities

• Execute the BA-3 scope for TBIPS and deliver workstream against task authorization and requirements.
• Collect, validate, normalize, and document source data, assumptions, business rules, performance measures and analysis method.
• Perform analysis, modeling, estimates, scenarios, reconciliations, or requirements mapping with reproducible working papers.
• Review findings with stakeholders, resolve data exceptions, evaluate alternatives, document recommendations.
• Publish the approved dataset, model, dashboard, schedule, requirements package, or report with quality checks.
• Trace work to RFP scope, requirement, acceptance criteria, milestones, and evidence.
• Review solicitation materials and addenda; document assumptions, risks, and client decisions.
• Prepare technical inputs, work products, estimates, implementation details, and evidence for proposals.
• Coordinate interfaces with project management, business analysis, technical, field, quality, compliance, training, and operations.
• Maintain status, issues, decisions, changes, and elevate blockers before submission or delivery.

• Execute the Business Analyst - Level 3 scope for IT Specialized Services (TBIPS): Deliver the Business Analyst - Level 3 workstream against the TBIPS task authorization, security, documentation, quality, and acceptance requirements.
• Collect, validate, normalize, and document the source data, assumptions, business rules, performance measures, and analysis method.
• Perform the required analysis, modeling, estimates, scenarios, reconciliations, or requirements mapping and retain reproducible working papers.
• Review findings with stakeholders, resolve data exceptions, evaluate alternatives, and document recommendations and decisions.
• Publish the approved dataset, model, dashboard, schedule, requirements package, or report with quality checks and acceptance evidence.
• Trace assigned work to the RFP scope, requirement or RTM row, deliverable, dependency, acceptance criterion, schedule milestone, and supporting evidence.
• Review official solicitation materials and addenda affecting this workstream; document assumptions, open items, exclusions, risks, and required client decisions.
• Prepare role-specific technical inputs, work products, estimates, implementation details, quality records, and proposal or post-award delivery evidence.
• Coordinate interfaces and handoffs with project management, business analysis, technical, field, quality, compliance, training, and operations workstreams.
• Maintain status, issue, decision, change, and evidence records and elevate blockers before they affect submission or delivery readiness.

What You Bring

• Demonstrated experience performing Business Analyst - Level 3 responsibilities in public-sector, regulated, enterprise, or comparable environments.
• Ability to produce complete, reviewable work products tied to requirements and acceptance criteria.
• Strong documentation, stakeholder coordination, risk awareness, confidentiality, and deadline discipline.
• Relevant licenses, certifications, clearances, insurance, or local delivery capacity when required by the solicitation.
