Scope:

The Data and Content Management Division employs a one-government approach to information and privacy governance, decision-making, and service delivery across the Government of Alberta (GoA). This approach enhances data access, collaboration, reduces data duplication, and fosters innovation to improve services for Albertans.

The Data Centre of Excellence seeks a resource to support the design and development of analytical data products and services to leverage data assets and support the implementation of the GoA Data Strategy. Working within a team, this expert will ensure high-quality data modeling, algorithm application, de-identification, synthetic data creation, visualizations, and evidence development for use across ministries and external stakeholders. This role enacts the Data Strategy pillars by using data to benefit Albertans.

The successful candidate will be a Data Analytics Specialist / Data Scientist with diverse analytical skills and experience in roles involving data analysis, data science, modeling, statistical analysis, AI & ML, strategy, advising, data product design, and delivery. The role may also include data engineering, technical analysis, and business analysis.

Duties
  1. Provide hands-on support, leadership, advice, and direction on strategic data initiatives aligned with the Data Strategy.
  2. Coordinate with internal and external clients to understand their analytics needs and how to utilize data effectively.
  3. Anticipate, identify, and respond to complex data analytic requirements across departments and external organizations.
  4. Collaborate with the Manager of the Analytics Capability Centre to:
    1. Design and execute analytic projects.
    2. Develop and share data models and products.
    3. Continuously improve analytics capabilities.
    4. Design and support analytic service offerings.
  5. Analyze raw data, prepare it for modeling, and develop algorithms that deliver business value.
  6. Evaluate business needs, enhance data quality, and design analytical tools.
  7. Conduct complex data analyses and collaborate with data engineers and analysts.
  8. Mentor team members, foster a client-centric approach, and encourage innovation.
  9. Work with senior management to promote a data-driven culture and maintain stakeholder relationships.
  10. Create and present options, roadmaps, frameworks, models, and briefings for senior executives.
  11. Facilitate strategic discussions to align stakeholder interests and goals.
  12. Develop metrics and indicators for outcomes and key results.
  13. Extract knowledge from data using techniques such as probability models, machine learning, statistics, and data visualization.
  14. Apply skills to provide insights, support decision-making, and strategic planning.
  15. Focus on predictive and needs-based analytics to generate reusable models and assets.
  16. Transform data assets into meaningful analytics for decision-making.
  17. Utilize statistical classification techniques like k-means, hierarchical clustering, and logistic regression.
  18. Integrate quantitative and qualitative data to create business insights.
  19. Design dashboards and custom reports from various data sources.
  20. Gather and document client requirements and metadata for analytical products.
  21. Escalate issues and risks as needed.
  22. Work within a multi-vendor/staff environment.

Deliverables:

Specific deliverables and due dates will be determined collaboratively with the client team and project management. Regular status reports will be provided weekly and monthly.
