Job description

reached more than 80 million people with life-saving or life-improving initiatives who would otherwise

not have had access.

Reporting to the Senior Director of Finance, the Senior Manager, Finance Programs is responsible for

managing and overseeing the financial and due diligence activities of the Finance Programs Team. The

role includes managing a team of Finance Partners to oversee 225+ active projects and completing due

diligence on new projects during the negotiation phase. The role involves collaborating with a wide range of internal and external stakeholders.

As SENIOR MANAGER, FINANCE – PROGRAMS , you are an adaptable, proactive individual with a strong

willingness to learn and enjoy working in a fast-paced environment.

Key Responsibilities

  • Overall management of the Finance Programs Team; required to lead, motivate, advise, train / crosstrain and mentor team members.
  • Review performance evaluations for Finance Partners and Finance Programs Managers.
  • Develop and monitor Finance Programs annual plans and priorities, link corporate strategy with

team activities to achieve plans and priorities and meet annual budget targets.

  • Support Sr. Finance Director on Funder engagements, ensuring compliance with reporting

requirements and meeting funder expectations.

  • Troubleshoot and resolve complex issues escalated by Finance Partners.
  • Oversee the process for the approval of innovator’s institutional due diligence, budgets, funding

agreements, financial reports, budget amendments, supplements and No-Cost Extensions.

  • Provide advice and guidance to Innovators and create financial capacity building tools for
  • Oversee ongoing evaluation and creation of due diligence procedures, templates and guidelines to

assist innovators in building financial capacity on GCC-funded projects.

  • Research best due diligence practices / benchmarking with international standards, and review

GCC’s pre- and post-funding due diligence procedures in tandem.

  • Reengineer GCC’s pre-funding due diligence procedures without compromising the fiduciary risk on

projects funded by GCC.

  • Collaborate with Knowledge Management Team on revising the Risk Tolerance (Appetite)

statement.

  • Lead financial information sessions for innovators and other GCC departments.
  • Oversee the Budget review and flow down terms for new programs funding, sub-partnerships and

implementation partner agreements; create cost directives and templates, complete financial report

reviews and monitoring.

  • Review and approve funding agreements, RFPs, service agreements, implementation partner

agreements and sub-partnership agreements.

  • Respond to funder inquiries and participate in NCE requests for grant agreements signed between

GCC and funders.

  • Provide information to the Senior Director of Finance, required for the Audit, Finance & Risk

Committee, and other Committees of the Board.

  • Produce data analytics for flow-through funding (underspend / overspend analysis for financial

reports).

  • Responsible for documentation of new SOPs and Procedures; Recommend and implement policies

and procedures to improve processes.

  • Collaborate with Compliance and Corporate Finance division to enhance operational effectiveness

within Finance division.

  • Liaise with internal and external professional service providers and funders.
  • Travel up to 10%, completing institutional risk assessments and financial capacity building sessions

on site with innovators.

  • Perform other related duties as assigned by management. Adhere to established policies and

procedures.

Qualifications

  • Bachelor’s Degree in Accounting, Finance or Business Administration.
  • Completion of a Canadian recognized accounting designation (CPA) or equivalent accounting

designation.

  • A minimum of 3-5 years of grant management experience.
  • 5 to 8 years of team leadership experience, preferably in the not-for-profit environment.
  • Proven problem-solving skills and the ability to think strategically and implement solutions at the
  • Leadership and communication – excellent communication (oral and written) and presentation

skills, is proactive in identifying issues, seeking solutions and able to build consensus across groups

and individuals to implement solution.

  • Strong leadership and interpersonal skills, with ability to interface with the Programs team, funding

agencies, and all levels within GCC.

  • People management and business partnership, able to identify and resolve issues to implement

change and efficiency.

  • Knowledge of Canadian GAAP, accounting, bookkeeping, laws, regulations, agency policies and

guidelines, other requirements that affect grant program administrators.

Location and Work Requirements

  • We are currently working in a hybrid model with time in office and working from home. With rare,

approved exceptions, GCC staff are to live in or near the Greater Toronto Area (GTA) and available to travel to, and work from the Toronto main office, as business operational needs require. Any expenses related to travel and or relocating to Toronto are the sole responsibility of the employee and will not be reimbursed by GCC.

  • Some international travel may be required.
  • Applicants must be eligible to work in Canada.

Temporary Full-Time Benefits

  • A percentage (%) in lieu of benefits.
  • Up to 20 days of vacation (10.5 days covered by 4% in lieu of vacation and 9.5 topped up by GCC to equalize with permanent full-time staff) for an annual contract, otherwise prorated.
  • Four (4) day work week (with Friday as a flex / off day), excluding weeks with Statutory holiday

program reviewed annually).
