The Corporation of The City of North Bay is accepting applications for the position of Geographical Information Systems (“G.I.S.”) Specialist. Under the supervision of the Director, Information Services, the GIS Specialist is responsible for the design, development, and delivery of GIS and related information processes and applications applied in a service-delivery focused team approach (ITIL).

Key Responsibilities

  • Processes GIS datasets and performs geo-processing functions such as filtering, queries, and extractions to facilitate GIS Projects. Reviews, analyses, evaluates and documents user needs.
  • Integrates and maintains GIS and related datasets by researching, interpreting and integrating legal plans and engineering plans.
  • Utilizes GIS server applications to secure and distribute datasets and GIS tools to city staff and Contracted Agencies and outside agencies.
  • Provides technical support and expertise to internal staff and Contracted Agencies regarding GIS data and applications.
  • Performs in person and / or virtual, one-on-one and classroom type training for all GIS technology, software, and processes.

Key Competencies And Requirements

  • Post-secondary education in a GIS-related discipline such as Geography, Geomatics, Urban Planning, or Environmental Studies.
  • Demonstrated experience with LiDAR data processing, point cloud classification, and generation of elevation models (DSM, DTM, contours).
  • Strong organizational, communication, critical thinking, and documentation skills.
  • Sound understanding of GIS conventions, theories, and municipal applications.
  • Proficiency in GIS software such as Esri ArcGIS Pro, ArcGIS Online, ArcGIS Enterprise, and AutoCAD.
  • Strong database and spatial data management skills, including experience with RDBMS and SQL databases.
  • Experience with geoprocessing, cartography, and data visualization, including 2D/3D mapping and dashboards.
  • Knowledge of GPS data collection tools and techniques including field mapping with mobile devices or UAV platforms.
  • Familiarity with integrating GIS with municipal systems such as asset management, planning, and public works.
  • Must possess a valid “G” Ontario Driver’s License and have a vehicle available for use on the job.

Assets

  • Experience with scripting, automation, and ETL processes using Python (ArcPy), ModelBuilder, and/or FME.
  • Experience in a service-delivery framework such as ITIL.
  • Web and application programming experience (e.g., JavaScript, HTML, SQL, .NET, VB).
  • Experience with 3D GIS, remote sensing, drone imagery, and integration of LiDAR data into enterprise GIS systems.
  • Working knowledge of Smart City initiatives, open data platforms, and spatial decision support systems.
  • Knowledge of municipal government functions, planning documents, and public sector GIS strategies.
  • Certification such as GISP (Certified GIS Professional), Esri Technical Certifications, or LiDAR/Remote Sensing credentials.

Hours of Work: 8:30 a.m. to 4:30 p.m. Monday to Friday (35 hours/week) in office.

The 2025 salary range for this non-union position is $67,814-$84,765.
