Reporting to the Board of Directors, the General Manager (Parapublic) assumes full responsibility for the strategic, administrative, and operational management of the organization. They oversee the implementation of adopted policies, the fulfillment of the social and affordable housing mission, and the achievement of organizational objectives. They ensure consistency between policy directions, day-to-day operations, and the needs of the community.
Main Responsibilities
- Ensure the effective management of the organization’s human, financial, material, and technological resources.
- Oversee tenant selection, leasing, and maintenance of the housing stock.
- Deploy the strategic plan and investment plan.
- Manage construction, renovation, and real estate development projects.
- Collaborate in the creation of housing adapted to the needs of target clients.
- Supervise and mobilize internal teams using a participatory management approach focused on skills development.
- Maintain strong relationships with community partners, government bodies, and tenant associations.
- Prepare Board of Directors and committee meetings and follow up on decisions.
- Promote the organization and act as a spokesperson to partners, the media, and the public.
- Review and optimize the organizational structure to make it more agile and efficient.
- Develop and maintain strategic business partnerships with municipalities, ministries, and public and private organizations.
- Identify development issues and opportunities to ensure the organization’s growth and influence.
- Inspire a mobilizing strategic vision among staff and stakeholders.
To meet this challenge, you have:
- University degree (MBA an asset).
- Minimum of 10 years of relevant experience, including several years in strategic management in the public or parapublic sector.
- Minimum of 5 years as a team manager and unionized staff.
- Demonstrated leadership in business development and partnership management. Excellent knowledge of budgets, accountability, and technological tools.
- Strong human resources management and customer service skills.
- Motivating leadership and keen political acumen.
- Strategic vision and the ability to anticipate challenges and seize growth opportunities.
- Excellent communication, advocacy, and diplomatic skills.
- Empathy, client focus, integrity, rigor, and a strong sense of responsibility.
