ABOUT THE ROLE

Reporting to the Commissioner, Community and Health Services, this position is responsible for providing progressive leadership and oversight to the delivery of Paramedic Services and Seniors Services including Long-Term Care. The role collaborates with the department’s leadership team and key internal and external partners to build partnerships and achieve results that enhance the quality of life for residents and communities while meeting the organization’s short- and long-term objectives; ensuring that programs and services respond to the strategic priorities, objectives, and initiatives of the Region.

WHAT YOU'LL BE DOING

  • Provides strategic leadership and oversight for comprehensive business planning, policy development, and evaluation of the Paramedic and Seniors Services, including Long Term Care, ensuring alignment and integration with Department and Branch objectives and maintaining high standards and practices.
  • Accountable for all aspects of the Branch’s business planning and budgeting processes, including multi-year strategic plans, master plans, and both operating and capital budgets, ensuring that all recommendations meet operational quality standards and demonstrate optimum cost-benefit relationships.
  • Assesses federal and provincial program opportunities to maximize the leverage of Regional and provincial funds and seeks innovative ways to enhance the effectiveness of the Branch’s services and operations.
  • Fosters effective partnerships and represents the organization to members of Council, the Ministry of Health, Ministry of Long Term Care, Ontario Health, Ontario Health atHome, Ontario Health Teams, community agencies, hospitals, and other healthcare providers to address and respond to concerns and requirements.
  • Develops, implements, and maintains an integrated emergency planning program, and establishes critical and cooperative linkages with all emergency services, local municipalities, and provincial agencies, and plays a direct role in the Regional and Department’s Emergency Response Plan.
  • Provides leadership to ensure the effective delivery of paramedic services, operation of long-term care and seniors programs through collaborative relationships with the Ontario Heath, Ontario Health atHome, Ontario Health Teams, Ministry of Health and Ministry of Long Term Care.
  • Provides oversight of Paramedic and Seniors Services ensuring legislative compliance.
  • Provides strategic advice to the Commissioner, and Committee of Management through Regional Council, ensuring the Region’s compliance with legislation through approved policies.
  • Develops and articulates policy and administrative direction, recommending approaches to emerging issues and trends affecting administration, service delivery, and the attainment of strategic and operational objectives.
  • Delivers on the Council-approved Paramedic Services Master Plan and Plan for Seniors.
  • Contributes to the advancement of the delivery of paramedics and seniors services and fosters innovation through participation in health sector collaborations nationally and internationally, while monitoring industry best practices.

WHAT WE'RE LOOKING FOR

  • Successful completion of a University Degree in Health Administration, Health Services Management, Business or Public Administration, or related field, or approved equivalent combination of education and experience.
  • Minimum of ten (10) years progressively responsible experience, preferably in the health care sector, with a minimum of three (3) years’ of direct senior managerial experience that includes community program and capital project development, strategic program management, financial, budget administration and human resource management.
  • Experience in community and political engagement, and working with local municipal, provincial and federal Ministries and staff.
  • As a condition of employment, candidates will be required to provide a satisfactory Police Vulnerable Sector Check (PVSC), tuberculosis screening and proof of immunization in accordance with the Long-Term Care Homes Act (O.Reg.79/10).
  • Knowledge and demonstrated ability in strategic planning, change management design, business planning, human resource management, customer service, results achievement, process and implementation strategies to optimize both quality and cost-effectiveness of services.
  • Demonstrated knowledge of applicable legislation, regulations and guidelines, municipal and Regional government organization and structure, industry standards, issues and communities served.
