Salary: PM-03 $124, 681.86 - $146, 318.64 per year

Reporting to the Director of Infrastructure & Operations, the General Manager, Capital Project Delivery will lead the Capital Project Delivery and Facilities Maintenance branches through the development and execution of the City’s 10-year Capital Program and Facilities Maintenance Program. Duties include leading and guiding the Project Management Team or Branch Manager in the prioritization, development and delivery of new construction, rehabilitation, replacement and maintenance works and the creation and implementation of long-term strategies that both renew and grow the City’s infrastructure network.

This position requires a forward-looking individual with the ability to anticipate needs, think critically, and offer solutions to problems with a high level of professionalism and confidentiality.

The General Manager, Capital Project Delivery will:

  • Prioritize the rehabilitation, construction and maintenance of existing and new municipal infrastructure through analysis of asset condition and community service level impact including roads, sidewalks, bridges and structures, water, wastewater & stormwater, facilities, greenspaces and playgrounds, in coordination with the City’s Asset Management program and the City’s Operations leaders.
  • Provide technical guidance and leadership to divisional staff responsible for the management and administration of infrastructure projects and maintenance programs including planning, designing, organizing, managing, constructing, and controlling to ensure timely execution.
  • Prepare and recommend the annual division budget including 10-year capital program.
  • Administer and monitor the approved budget and expenditures; prepare and present quarterly forecasts;
  • Collaborate on and prepare and present the City’s Infrastructure Master Plan.
  • Create, revise and implement policies and procedures that improve the operation and efficiency of the division.
  • Ensure consistency in the delivery methodology and communication of division works.
  • Review and approve payments to contractors and monitor capital and operating expenditures to ensure compliance with the City’s policies and budget allocation.
  • Liaise with the City’s project partners and other levels of government, growing relationships and widening the City’s resource network.
  • Lead the submission of applications towards applicable funding in support of the City’s infrastructure needs.
  • Manage division staff, conduct performance appraisals, provide coaching/mentoring, succession planning, training and development and the application of discipline.
  • Monitor and approve work schedules for division staff while ensuring operational service levels are maintained.
  • Prepare administrative reports for presentation to Senior Leadership and Council in a timely manner, recommend new/amended by-laws and/or policies.
  • Promote a high customer service standard to the public and internal customers.

Qualifications:

  • Post Secondary Education in a relevant field of Engineering or Engineering Technology and registered and maintaining a membership in good standing with the applicable regulatory body.
  • Minimum eight (8) years in progressively responsible roles of project delivery and maintenance experience, minimum of three (3) years in a municipal environment with focus on roads, sidewalks, bridges and structures, water, wastewater and stormwater, facilities, parks and playgrounds.
  • Five (5) years supervisory experience with an ability to develop and mobilize people to achieve a shared vision and implement strategies.
  • Demonstrated technical knowledge of consulting, contracting and construction best practices as applied to design, construction and take-over of various municipal works.
  • Must possess valid ‘G’ class driver’s license and have access to a reliable vehicle.
  • Experience in the preparation of operating and capital budgets, forecasting, expenditure management.
  • Knowledge of applicable legislation such as Municipal Act, Environmental Assessment Act, Source Water Protection legislation, Provincial Minimum Maintenance Standards, MECP regulations and design standards, Occupational Health & Safety Act, and any other associated regulations.
  • Computer literacy skills including Microsoft Office applications, AutoCAD and GIS software.
  • Excellent verbal and written communication skills with the ability to communicate with all levels of staff, external contractors, and the general public.
  • Well-developed organizational and time management skills with an ability to complete a high volume of work, with accuracy and within prescribed deadlines in a fast-paced environment with flexibility to changing priorities.
