Job summary

Corporation of the City of Timmins is seeking an Engineering Field Supervisor to oversee unionized engineering staff and manage field operations for municipal infrastructure projects in Timmins, Ontario.

You will supervise field inspections, coordinate capital and development projects, and ensure contract compliance with standards and legislation. Requires PE/ CET assets and strong leadership within a unionized setting.

Qualifications

• Graduate of a post-secondary program in Civil Engineering Technology, Civil Engineering, Construction Engineering Technology, Construction Management, or related discipline.
• Professional Engineer (P.Eng.) designation or CET with OACETT considered an asset.
• Minimum four years of progressively responsible experience in municipal engineering/construction inspection with supervisory duties.
• Experience supervising staff in a unionized environment is an asset.
• Knowledge of TAC guidelines, Ontario standards, asset management, and related regulations.

Responsibilities

• Supervise unionized Engineering staff, assign work, set priorities, monitor performance.
• Oversee field operations, inspections, and QA for municipal infrastructure projects.
• Lead construction inspection to ensure conformance with drawings and contracts.
• Coordinate capital and development projects, planning, liaison, and progress tracking.
• Collaborate with project managers, consultants, contractors, and stakeholders to deliver projects.
• Monitor contractor performance, progress, budgets, and schedules; recommend actions.
• Maintain inspection records and support asset management and regulatory reporting.
• Promote safe work environment; ensure OHSA compliance; act as Radiation Safety Officer.
• Occasional after-hours work and emergency response as required.
• Perform other related duties as assigned.

Position Summary

Under the direction of the Manager of Engineering, the Engineering Field Supervisor supervises unionized engineering staff and oversees field operations, construction inspection, project coordination, and contract compliance for municipal infrastructure projects. The position ensures municipal infrastructure is constructed in accordance with approved plans, specifications, standards, and applicable legislation.

Duties

• Supervise and direct unionized Engineering staff, including assigning work, establishing priorities, monitoring performance, and providing technical guidance and support.
• Co-ordinate and oversee engineering field operations, inspections, and quality assurance activities related to municipal infrastructure construction projects.
• Lead construction inspection activities to ensure work is completed in accordance with approved drawings, specifications, contract requirements, and municipal standards.
• Co-ordinate assigned capital and development projects, including project planning, field coordination, contractor liaison, issue resolution, progress monitoring, and project closeout activities.
• Work collaboratively with project managers, consultants, contractors, developers, Public Works, and other stakeholders to support the successful delivery of municipal infrastructure projects.
• Monitor contractor performance, construction progress, budgets, schedules, deficiencies, and contract compliance, and recommend corrective actions where required.
• Maintain inspection records, infrastructure data, and condition assessments to support asset management, capital planning, and regulatory requirements.
• Promote a safe work environment by ensuring compliance with Occupational Health and Safety legislation, corporate policies, and applicable regulations, including acting as Radiation Safety Officer for the Engineering Department.
• Ability to work outside normal business hours and respond to emergencies “after hours” as required
• Perform other related duties as assigned.

Qualifications

• Graduate of a post-secondary program in Civil Engineering Technology, Civil Engineering, Construction Engineering Technology, Construction Management, or a related discipline.
• Professional Engineer (P.Eng.) designation in good standing with the Professional Engineers Ontario (PEO) or Certified Engineering Technologist (C.E.T.) designation with OACETT considered an asset.
• Minimum of four (4) years of progressively responsible experience in municipal engineering, construction inspection, infrastructure construction, or project delivery environments, including supervisory responsibilities.
• Demonstrated experience supervising staff within a unionized environment is considered an asset.
• Extensive knowledge of municipal infrastructure construction practices, quality control procedures, engineering standards, and contract administration.
• Knowledge of Transportation Association of Canada (TAC) guidelines, Ontario Provincial Standards, municipal engineering standards, asset management principles, and applicable provincial legislation.
• Working knowledge of the Occupational Health and Safety Act, Employment Standards Act, environmental legislation, and construction-related regulations.
• Strong leadership, organizational, problem-solving, conflict resolution, and interpersonal skills with the ability to effectively communicate and collaborate with staff, contractors, consultants, stakeholders, and the public.
• Excellent report writing, documentation, and computer skills, including proficiency with Microsoft Office applications and engineering-related software.
• Possesses a valid Ontario Class \"G\" Driver's Licence in good standing and access to a reliable vehicle for business purposes.
• Clear and current Criminal Record Check with Judicial Matters Check
