Position Description

SUMMARY/PURPOSE: Responsible for ensuring the safety of people and property by developing, implementing, and overseeing fire safety plans and life safety systems. This role involves coordinating with local authorities, conducting safety inspections, and providing training to staff.

KEY RESPONSIBILITIES:

Defining Fire Safety Strategy:

  1. Develop and implement comprehensive fire safety plans, including prevention, detection, suppression, and evacuation procedures. Ensure all fire protection systems (e.g., smoke detectors, fire alarms, sprinklers) are properly installed and functional.

Design Review and Compliance:

  1. Review architectural and engineering designs for fire safety compliance, identify hazards, and recommend solutions.

Collaboration and Communication:

  1. Work with stakeholders (architects, engineers, contractors, fire authorities) to ensure adherence to fire safety strategies.

Risk Assessment and Mitigation:

  1. Conduct risk assessments to identify fire hazards and develop mitigation strategies.

Training and Education:

  1. Train staff and occupants on fire safety procedures and emergency protocols.
  2. Conduct fire drills and emergency response simulations.

Inspection and Maintenance:

  1. Oversee inspection and maintenance of fire safety systems to ensure functionality and regulatory compliance.

Emergency Response Planning:

  1. Develop and implement emergency response plans, including evacuation procedures and communication protocols.
  2. Conduct regular fire safety inspections and hazard assessments.
  3. Ensure compliance with local, provincial, and national fire safety regulations.

Documentation and Record Keeping:

  1. Maintain detailed records of fire safety inspections, maintenance activities, and training programs.

Health & Safety, Environmental:

  1. Ensure compliance with all regulations, policies and procedures pertaining to the operations including occupational health and safety, environmental, quality and drug and alcohol.
  2. Responsible for the safety of all personnel, equipment, and facilities under the scope of this position, in accordance with Provincial, Federal, Serco and customer safety regulations and procedures.
  3. Accountable for developing and tailoring plans to drive for results in the areas of safety, compliance, service delivery and cost.

Other:

  1. Accountable for ensuring that Serco’s interests are represented in joint partnerships or ventures.
  2. Visibly demonstrate Serco Values and work practices and ensure that all staff across the organization are practicing these Values daily.
  3. Other related duties relevant to this position as may be required.

Qualifications

JOB REQUIREMENTS:

EDUCATION /CERTIFICATIONS:

  1. Diploma or degree in engineering technology from an accredited institution. Typically, in Fire Science, Safety Management, Engineering, or a related field.
  2. Certified Engineering Technologist designation. Bachelor's Degree.
  3. Professional Certifications: Certifications such as Certified Fire Protection Specialist (CFPS) or Certified Safety Professional (CSP) are highly preferred.
  4. Must be able to obtain and maintain a minimum Secret Government of Canada security clearance (required).
  5. Valid Driver’s License.

KNOWLEDGE and EXPERIENCE:

  1. Minimum of five (5-7) years demonstrated work experience. Other combinations of education and experience may be considered.
  2. Managerial Experience: Several years of experience in fire safety management or a related field.
  3. Inspection and Compliance: Experience conducting safety inspections and ensuring compliance with fire safety regulations.
  4. Emergency Response: Experience in developing and implementing emergency response plans.
  5. Technical Proficiency and Regulatory Knowledge: In-depth knowledge of local, provincial, and national fire safety codes, standards and regulations, such as The National Fire Code of Canada (NFC).
  6. Risk Assessment: Ability to conduct thorough risk assessments and develop mitigation strategies.
  7. Documentation: Proficiency in maintaining accurate records and preparing reports for management and regulatory bodies.
  8. Knowledge of hazardous, flammable, toxic combustible and explosive material and chemicals.

SKILLS/Competencies (Interpersonal Communication, Financial, Managerial, Problem solving):

  1. Communication: Strong communication and leadership skills to work effectively with various stakeholders.
  2. Problem-Solving and Analytical Skills: The ability to identify and resolve fire safety issues is critical.
  3. Leadership and Management Skills: The manager must be able to lead and motivate teams to ensure fire safety protocols are followed.
  4. Training and Education: Ability to provide fire safety training and conduct fire drills.

MENTAL AND PHYSICAL EFFORT:

  1. Mental: Activities are moderate intensity at more than 4hrs/day or high intensity at 2-4hrs/day.
  2. Physical: Activities are low intensity, less than 2hrs/day. Involves walking, standing, and climbing during inspections and assessments and the use of Safety Gear (PPE) when inspecting hazardous areas.
