Job Description

Embark on a career that goes beyond the balance sheet! As a Strategic Offsets Officer, you will collaborate with stakeholders to support Canadian defence programs by leveraging the company's industrial participation portfolio to foster industry growth and innovation.

Your responsibilities will include:

  1. Identify, develop, submit, and negotiate activities eligible for Canadian ITB (Industrial and Technological Benefits) credit.
  2. Generate annual ITB reports in compliance with contractual requirements.
  3. Provide financial analysis and support to the Strategic Offsets team and senior management.
  4. Support program Offset verification requirements.
  5. Collaborate with internal stakeholders (program management, finance, contracts, supply chain) to ensure Offset policy compliance.
  6. Develop ITB strategies for Canadian programs and pursuits.
  7. Participate in contract and subcontract Offset negotiations.
  8. Engage with external industry and government stakeholders regarding ITB obligations.

Qualifications

  • Bachelor’s Degree in Business Administration, Commerce, Finance, Accounting, or related field; professional experience may substitute education.
  • Analytical skills to understand project cost and accounting principles, identify trends, and address challenges throughout the program cycle.
  • Business acumen to analyze market trends, assess customer needs, and evaluate financial and competitive implications for strategic decisions.
  • Proficiency with MS Office, especially MS Excel and MS Power BI.
  • Strong written and verbal communication skills.
  • Experience in customer negotiations.
  • Experience managing ITB or international Offset obligations (asset).

It is required that General Dynamics Mission Systems-Canada be registered with the Canadian Controlled Goods program and that all employees undergo security assessment. Successful applicants must meet security requirements, including obtaining and maintaining a Canadian government security clearance. Applicants may need to meet additional security criteria to access technical data or classified areas. Applicants must be eligible to work in Canada.
