Position Summary
Financial Planning & Analysis Manager will lead our financial planning and finance team within the M’Chigeeng First Nation. The Financial Planning & Analysis Manager will facilitate forecasting, budgeting, and financial analysis processes, providing strategic financial insights to support the community’s growth and sustainability. The ideal candidate will possess strong leadership skills, a deep understanding of financial management principles, and a proven track record of driving process improvements while working in First Nations.

Reporting Relationship
The Financial Planning & Analysis Manager will report to the Enaagdenjged.

ESSENTIAL FUNCTIONS

Strategic Planning:

1. Collaborate with senior leadership to develop long-term financial strategies.
2. Align financial plans with the community’s vision and goals.
3. Conduct scenario analysis to inform strategic decision-making.
4. Evaluate the financial impact of strategic initiatives and policy changes.
5. Facilitate workshops with stakeholders to gather input on strategic priorities.

Budget Management:

1. Facilitate the preparation of annual budgets and financial forecasts.
2. Ensure departmental budgets align with organizational objectives.
3. Implement a budget tracking system to monitor performance against targets.
4. Review and adjust budgets based on financial performance and changing conditions.
5. Provide training and guidance to department heads on budget preparation and management.

Financial Modeling:

1. Develop and maintain complex financial models for various scenarios.
2. Assess the impact of business decisions on financial performance.
3. Create sensitivity analyses to evaluate risks and opportunities.
4. Regularly update financial models based on new data and market conditions.
5. Present model findings and recommendations to senior management.

Data Analysis:

1. Analyze financial data to identify trends, variances, and opportunities.
2. Prepare comprehensive reports and insights for senior management.
3. Conduct benchmarking against industry standards and competitors.
4. Utilize data visualization tools to present findings effectively.
5. Develop key performance indicators (KPIs) to track financial health and operational efficiency.

Reporting:

1. Lead the monthly financial reporting process, including variance analysis.
2. Present findings and recommendations to Chief & Council and community members.
3. Create detailed reports for internal stakeholders to facilitate informed decision-making.
4. Ensure timely distribution of financial reports to all relevant parties.
5. Maintain documentation and records of financial reports for audit purposes.

Cross-Functional Collaboration:

1. Work closely with various departments to gather relevant financial information.
2. Ensure alignment of financial plans with strategic initiatives.
3. Facilitate regular meetings with department heads to discuss financial performance.
4. Serve as a financial advisor to departments during project planning.
5. Collaborate on cross-departmental projects to enhance financial understanding and decision-making.

Investment Evaluation:

1. Assist in evaluating potential investments and partnerships.
2. Conduct feasibility studies for new initiatives and projects.
3. Analyze the return on investment (ROI) for proposed projects.
4. Prepare business cases to support funding requests.
5. Monitor the performance of existing investments and provide updates to management.

Process Improvement:

1. Drive enhancements in financial processes and reporting systems.
2. Increase efficiency and accuracy in financial operations.
3. Identify areas for automation and streamline reporting processes.
4. Establish best practices for financial analysis and reporting.
5. Conduct regular reviews of financial processes to ensure compliance and effectiveness.

Team Leadership:

1. Mentor and develop FP&A team members, fostering professional growth.
2. Promote a culture of accountability and ethical financial practices.
3. Conduct regular performance evaluations and provide constructive feedback.
4. Facilitate training sessions to enhance team skills and knowledge.
5. Encourage collaboration and knowledge sharing within the team.

Compliance and Regulation:

1. Ensure financial practices comply with relevant regulations and standards.
2. Stay informed on funding sources and financial regulations affecting First Nations.
3. Prepare for audits by maintaining organized financial records.
4. Develop and implement internal controls to mitigate financial risks.
5. Regularly review financial policies and procedures for compliance with laws.

Qualifications

Preferred

Bachelor’s degree in finance, Accounting, or a related field; MBA or advanced degree preferred.
CPA an asset.

Minimum

5+ years in financial planning and analysis, with at least 2 years in a leadership role. Experience working within Indigenous communities is an asset.
Expert financial modeling and analytical skills; proficiency in Microsoft Excel and financial software applications (e.g., Vareto).
