The Planning, Budget & Finance Office provides strategic and operational advice on the financial and budget management of the Faculty, as well as internal institutional and Faculty research data and business support services to all of the Faculty’s units. The Office models, plans, and implements the Faculty’s operating budget and provides Faculty-wide support and advice on the management of research, restricted and trust funds; financial analyses and forecasting; strategic planning and budget analysis; policy compliance and develops and delivers finance and business training seminars for A&S academic administrators and administrative staff.

Your opportunity:

Under the general direction of the Senior Faculty Financial Officer, the incumbent is responsible for the business administration and financial management of the administrative units within the Dean's Office, as well as faculty academic units managed by the Finance Office. The incumbent meets regularly with unit Chairs and Directors, provides business administrative and financial support including procurement; and takes the lead in the development of forecast and budget plans. The incumbent ensures that business transactions are aligned with the general accepted accounting principles, the University’s financial and purchasing guidelines, as well as the Faculty’s funding rules.

Your responsibilities will include:

  • Overseeing the financial management of budgets that include strategic planning, analysis and forecasting;
  • Advising staff and clients on accounting practices and University financialpolicies and procedures;
  • Interpreting and applying policies and procedures when making independent decisions;
  • Forecasting and planning financial activities incorporating budgets with multiple sources of revenue and/or recoveries;
  • Analyzing complex statistical reports and/or financial information for management decision-making;
  • Keeping well-informed on changes to policies, procedures, collective agreements, and applicable legislated requirements, and implements the roll outof changes;Develops standard operating procedures and implements plans and process improvements for financial administrative activities;
  • Determining the required procurement process based on needs;
  • Serving as a resource on specific issuesto a group of specialists.

Essential Qualifications:

  • Bachelor's Degree in Accounting or Business Administration, or an acceptable equivalent combination of education and experience. Completion of a recognizedprofessional program (e.g. CPA) is preferred.
  • Minimum five (5) years of administrative and financial management experience, preferably in a university/higher education setting, with an emphasis on accounting and auditing.
  • Experience with financial and procurement policies and procedures of the University of Toronto and their application.
  • Experience with University budget, financial and administrative policies is required.
  • Demonstrated experience and full knowledge of general accounting principles, collective agreements or other related financial policies and procedures.
  • Experience with preparing and analyzing complex budgets and forecasts.
  • Demonstrated experience with financial reporting, payroll, purchasing and lease agreements, and internal control principles.
  • Advanced skills with Microsoft Office (e.g. Word, Excel, Outlook, Access).
  • Good working knowledge of data visualization tools (e.g. Tableau).
  • Expert knowledge of the University's Financial Information System (FIS), Human Resources Information System (HRIS), and Research Information System (RIS) and/or other related financial systems.
  • Excellent knowledge of general accepted accounting principles, collective agreements or other related financial policies and procedures.
  • High level of initiative and ability to organize and communicate statistical and financial information to non-financial staff and faculty at all levels.
  • Excellent oral and written communication, interpersonal, organizational, analytical, leadership and decision-making skills.
  • Demonstrated strong client service orientation.
  • Ability to manage conflicting priorities, multi-task, and have excellent attention to detail and accuracy.
  • Ability to maintain confidentiality.


Assets (Nonessential):

  • Financial and administrative experience with the Faculty of Arts and Science.
