The Burnaby Housing Authority (BHA)is a mission-driven real estate development company focused on creating inclusive, sustainable residential communities that have a lasting impact in Burnaby. As a City-owned, arms-length corporation governed by a board of councillors, staff, and industry experts, BHA operates much like a private developer but benefits from City support through funding, expedited permits, and access to City-owned land. With a mandate to complement non-market housing providers, BHA fills gaps in the housing market and aims to become financially self-sustaining.

Your New Role

Reporting to the CEO, the Financial Controller will lead all financial management and accounting functions. You will design and oversee the financial infrastructure needed to support multiple development projects, corporate operations, and partnerships. In this role, you will develop and implement accounting policies, internal controls, and reporting systems, while managing full-cycle accounting for the company and its projects, including cost accounting, intercompany transactions, and capital tracking. You will handle daily operations such as accounts payable and receivable, payroll, cash management, reconciliations, and the preparation of regular financial statements.

You will establish systems to track project budgets, cost allocations, loan draws, municipal fees, and funding reimbursements. Working with the development team, you will monitor cash flows, construction draws, and pro formas, while ensuring accurate tracking of costs, contingency use, and funding sources. Preparing timely reporting packages for lenders, funding agencies, and partners will be key.

The role also includes developing financial forecasts, budgets, and models, providing insights and recommendations to senior leadership, managing banking relationships, overseeing cash flow planning, and ensuring compliance with regulations. You will select and implement accounting software and tools, design scalable processes and controls, and create documentation standards to support growth. Over time, you will build and lead a finance team and collaborate closely across departments to align financial systems with operational objectives.

What Sets You Apart

You are a strategic finance professional with strong technical skills and experience in real estate development. You hold a CPA designation and have at least five years of progressive accounting experience. You bring a track record of setting up accounting structures and reporting systems, combined with solid knowledge of Canadian accounting standards (ASPE or IFRS) and BC tax compliance. Experience with tools like Sage 300 CRE, Yardi, or QuickBooks, along with advanced Excel skills, will be an asset. Familiarity with lender draw processes, project accounting, financial modelling, and budgeting is preferred. You are known for your leadership, organizational and problem-solving abilities, attention to detail, and collaborative approach, and you thrive in entrepreneurial, fast-paced environments.
