Seeking a strategic, experienced, and innovative Finance Officer to lead its financial management and longterm fiscal planning. The Finance Officer is the financial advisor of the CAO and Council and is responsible for ensuring that Council is informed of their legislative responsibilities, authorities and all other relevant information necessary to make informed decisions on every financial matter. Key Responsibilities:
-Lead the preparation of the annual operating budget and long term financial forecasts.
-Ensure compliance with PSAB standards, Provincial regulations and audit requirements.
-Develop, implement and strategize financial policies and internal controls.
-Collaborate with other departments for financial planning, capital project review and project tracking and evaluation.
-Management and administration of all payroll, pension and benefits for municipal employees.
Requirements:
-Strong knowledge and demonstration of financial management, accounts payable systems, and payroll arrangements.
-Solid leadership, organizational, and communication skills.
-The ability to demonstrate support, sponsor, and implement innovation and organizational changes needed to improve the municipalities effectiveness.
-Experience in finance, financial management, HR or payroll management is considered an asset.
-CMMA Certificate or Manitoba Municipal Accounting courses through U of M is considered an asset. Candidates that do not possess these certifications must be willing to complete the required courses.
The Salary range will be competitive and based on the successful candidates
qualifications.
