Job description

Organizational context: The Finance Branch manages the Organization's financial resources, developing and applying budgetary, accounting, and financial policies, procedures, and controls. It plays a key role in the custody and distribution of financial resources, expenditure monitoring, and compliance with International Public Sector Accounting Standards (IPSAS). The Accounting Services Section (ASV) and Financial Services Section (FSV) are the two sections within the Finance Branch. ASV includes General Ledger and Reporting, Treasury, Accounts Payable (AP), and Accounts Receivable (AR). ASV is responsible for accounting systems development, policy formulation, account maintenance, financial statement preparation, assessment scale calculation, payment recording, investment, banking, cash management, payments, and preparing working papers for finance committees.

Job purpose: To support the monitoring, reconciliation, and control of accounting records, contribute to financial monitoring and reporting for an assigned portfolio, and prepare accurate, timely, IPSAS-compliant accounting entries and reconciliations.

Responsibilities: Supports monitoring, reconciliation, and control of accounting records by scrutinizing source documents, investigating erroneous charges, coordinating adjustments, performing bank reconciliations, and reconciling suspense accounts. Contributes to financial monitoring and reporting by extracting and analyzing financial data, consolidating reports, communicating with relevant units, and monitoring expenditures. Prepares reconciliations and accounting entries for month- and year-end closure, ensuring IPSAS compliance. Maintains administrative records and participates in the review and improvement of ERP systems, policies, and procedures.

Education: Completion of a high school diploma or equivalent is required. A Diploma of College Studies (DEC) or equivalent with specialization in accounting or finance, or a formal accounting certification (e.g., CA, CPA) is desirable.

Work experience: A minimum of six years of relevant work experience in accounting, budgeting, financial management, or a related field is essential. Experience with spreadsheets, word processing, and ERP systems is required. Experience in accounting under IPSAS or other GAAP is desirable.
