Job description

Reporting to the Manager of Transportation Services, the Facility Maintenance Supervisor oversees the operation and maintenance of all facilities, staff and contractors in all functions related to the general maintenance and construction of facilities. Responsible for performing preventative and remedial maintenance related to the operation of municipal facilities. The Facility Maintenance Supervisor makes recommendations to the Manager of Transportation Services on project prioritization, required resources, upgrades, budgeting and staffing.

The salary range is $89,313 to $110,748 per year. Yellowhead County offers a competitive benefit package.

  • Oversee the operation, maintenance, public safety and security of Yellowhead County owned and leased facilities and amenities;
  • Develop and maintain operational guidelines including facility operating manuals, policies and administrative directive, standard operating guidelines, energy management programs, standards of materials, supplies, equipment and services;
  • Procurement of supplies and materials while maintaining required documentation for supply management and maintaining inventory of equipment and facilities;
  • Inspect buildings and other structures to determine functionality and detect malfunctions and needed repairs, note keeping and making recommendations to management;
  • Coordination and arrangement of any required warranty work;
  • Coordination and arrangement of facility upgrades as approved and required;
  • Coordination, arrangement and supervision of all external contractors;
  • Preparation of long-term facilities life-cycle plans, preventative maintenance scheduling and reporting;
  • Coordination and arrangements of inspections and communication of said inspections with other departments, and stakeholders;
  • Coordination and completion of annual inspections for safety systems (i.e. fire panels, fire extinguishers, lifting devices, back-up generators, etc.)
  • Supervision, and as needed performance, of replacements or repairs of fixtures, electrical maintenance, plumbing maintenance, and minor painting, carpentry and masonry work, ensuring the use of appropriate hand, power and specialty tools/devices;
  • Development of proposals and cost estimates and assisting with preparation and management of budgets for maintenance and capital budgets;

Risk Management and Safety

  • Responsible for ensuring that operations are performed with the utmost regard for the safety and health of all personnel, and for promoting proper attitudes towards health and safety in themselves and those they supervise;
  • Conduct and participate in formal and informal worksite safety inspections;
  • Ensure Hazard and Risk assessments are completed and properly filed;
  • Communicate Health and Safety expectations with contractors and staff;
  • Supply access to and monitor contractors at all leased and owned County facilities, ensuring the proper safety and regulatory policies are followed;

Human Resources

  • Responsible for the hiring, discipline, and dismissal of staff, in consultation with the Manager of Transportation Services;
  • Support the learning and development of the Facility Maintenance staff in alignment with corporate strategic needs through mentorship, coaching and leadership;
  • Work with Human Resources to complete annual performance appraisals of all direct reports as outlined in the Organizational Chart;
  • Responsible for referring all employee related discipline to the Manager of Transportation Services and as needed the General Manager of Infrastructure and Planning Services;
  • Develop performance plans and regularly provide employees with ongoing discussions regarding goals, objectives and performance, providing necessary and related training and development opportunities whenever possible;
  • Provide regular positive leadership in a safe, inclusive and respectful manner;
  • Hold regular team meetings to communicate work plans, policies, and procedures; and
  • Complete other duties as assigned by the Manager of Transportation Services.
Requirements

Qualification, Knowledge, Skill & Ability Requirements

Education/Experience

  • Post-secondary degree in Environmental Science, Industrial Energy Management, Engineering or other related discipline desired;
  • Recognized trade qualification in plumbing, carpentry, electrical and/or gas fitting considered an asset;
  • Minimum of three (3) years related experience in construction, maintenance, and/or the operation and maintenance of building HVAC systems required;
  • Minimum of three (3) years supervisory experience required;
  • Experience with ammonia refrigeration, pool heating, chemistry and filtration systems considered an asset;
  • Municipal experience considered an asset;
  • OHS Safety Certification considered an asset;
  • Experience with Health and Safety boards or committees considered an asset;

Knowledge, Skills, and Abilities

  • Thorough knowledge and skill in the use of standard tools, equipment, materials, methods, and practice in multiple building maintenance;
  • Strong computer skills including the operation of automated building controls, word processing, spreadsheets and email;
  • Ability to supervise and mentor junior staff, with demonstrated ability to lead and motivate individuals;
  • Strong verbal and written communication skills;
  • Excellent organization, time management and problem solving skills;
  • Understanding of and demonstrated capability related to municipal budgeting and business planning processes is critical, with the ability to estimate, monitor and control expenditures;
  • Police Record Check with satisfactory results;
  • Valid Class 5 Alberta Driver’s License; and
  • Clean Driver’s Abstract with Defensive Driving Certificate completed within the last 5 years.
  • Required to work indoors and outdoors with moderate physical requirements that include lifting, bending and manual dexterity, as well as exposure to various weather and temperature conditions;
  • May be required to climb ladders and work from heights, i.e., facility rooftops and towers, etc.;
  • Potential of dealing with challenging members of the public;
  • Work is conducted in an open office environment;
  • Potential stress from deadlines, working alone, ongoing interruptions,
  • Maintenance work requires mechanical and physical abilities and tasks may be considered physically taxing; and
  • This position requires some travel throughout Yellowhead County under various weather and road conditions.
