Job Description:

Position Purpose summary:

The Executive Director will provide leadership by directing all business and program related matters for large ministry units including finance, property, legal, government funding, information technology and employee relations.

ACCOUNTABILITIES:

  • Plans, develops and executes long term strategic initiatives and reports to various THQ Boards and committees through the SMRD;

  • Establishes, maintains and adheres to the ministry unit budget in compliance with operating and administrative guidelines;

  • Oversees or directly manages all property transactions, development, and inventory for the ministry unit;

  • Ensures the property is inspected, maintained and in compliance with licensing standards including buildings, grounds, equipment, furnishings, and assessing capital needs.

  • Provides direction, advice and guidance for management teams on business and program matters.

  • Analyzes statistical and financial reports for the purposes of strategic planning and funding negotiations.

  • Hires, orientates, trains, evaluates, recognizes, disciplines and terminates in concert with Territorial standards

  • Submits and acts on incident reports; deals with complaints

  • Ensures ongoing compliance with established standards and best practices reflecting the economic, legal, service, and business environment in compliance with The Salvation Army mission.

  • Establishes a Community Council, serving as Secretary which includes recruiting, scheduling, agenda development, minutes, and is responsible for action plans and ensuring follow-up.

  • Maintains and promotes positive working relationships/partnerships and communications with funders.

  • Negotiates contract renewals with funding bodies and identify and pursue opportunities to enhance program delivery by seeking new government funding sources with THQ Social Mission Department approval.

  • Ensures spiritual dynamic to all programming

  • May provide chaplaincy services for residents, Initiates, maintains and promotes positive working relationships/partnerships and communications with funders and community stakeholders.

  • Renegotiates with government funders, contracts, proposals and program operation.

  • Monitors and ensures consistency in case management systems and practices.

  • Performs other duties as required.

Critical Relationship Management:

  • Internal relationships:

    • THQ Social Mission Department, Management, Human Relations, Staff, Clients

  • External relationships:

    • Community Partners, Funders, Government

MANAGERIAL/Technical Leadership RESPONSIBILITY:

  • This position reports directly to the Social Mission Regional Director or designate.

  • The incumbent is responsible for managing employees in more than one department or function, usually through other supervisors. They manage supervisory employees. The incumbent may make final decisions on supervisory decisions. The incumbent indirectly supervises 100+ plus full-time employees, part-time employees, and/or volunteers and directly supervises 2-5 full-time equivalent employees.

FINANCIAL AND MATERIALS MANAGEMENT:

  • The incumbent prepares annual budgets or revenue projections for the department; monitors departmental expenditures and may liaise with auditors or funding officials.

  • The incumbent has input to new policies and procedures pertaining to the management of financial resources or is responsible for consultation on management and monitoring of multi-department or organizational budgets or revenue projections and liaises with auditors, or funding officials. They establish new policies and procedures pertaining to the management of financial resources. Authorizes and monitors all financial transactions.

Working Conditions:

  • The incumbent’s work environment is typically in the office in a health care environment. The incumbent works in generally agreeable conditions such as those found inside offices or equivalent work areas. Some travel time required. On call work.

Education, Qualifications and Certifications:

Completion of a master’s degree in a relevant specialized area OR completion of an undergraduate University degree, plus professional designation/certification in a specialized area.

Ability and willingness to undergo applicable screening and background checks successfully that are satisfactory to The Salvation Army, in its sole discretion (i.e., The Salvation Army Abuse Registry) and provide an original copy of a Background Check screening.

Experience and Skilled Knowledge Requirements:

  • Seven (7) to ten (10) years of prior related experience, including supervisory, financial management, business management and social service management experience.

Compensation:

The target hiring range for this position is $124,659.12 to $155,823.90 with a maximum of $186,988.68.

Placement in the salary range will be based on factors such as market conditions, internal equity, and candidate experience, skills, and qualifications relevant to the role.
