About Us

The Department of Emergency Management is responsible for leading disaster and emergency planning, preparedness, response and recovery activities on behalf of the Province of Nova Scotia. The objective of the Department is to ensure that Nova Scotians are safe, prepared and resilient in the face of disasters and emergencies.

The Regional Operations and Infrastructure Branch enhances the safety and resilience of our Province by:

  • Strengthening critical communications infrastructure through the establishment and oversight of the Public Safety Field Communications Agency.
  • Establishing and maintaining Regional Emergency Operations Centres (REOCs) in 6 regions in Nova Scotia.
  • Coordinating response to regional emergencies.
  • Strengthening local and regional emergency preparedness through outreach and education.
  • Fostering strong collaboration, communication, and emergency management planning with regional partners.
  • Providing information to the Provincial Coordination Centre and the 24/7 Watch Desk staff during emergencies.

About Our Opportunity

As the Executive Director of Regional Operations and Infrastructure you will lead a Branch responsible for emergency preparedness, community resilience and critical public safety communications infrastructure. You will work with diverse communities and stakeholders to create a climate of readiness for emergency response and recovery.

Primary Accountabilities

Responsibilities include:

  • Overseeing critical programs and initiatives, ensuring alignment with the department’s goals.
  • Fostering relationships with internal and external stakeholders to support collaborative efforts.
  • Working closely with municipalities, first responders, and NGOs to promote preparedness.
  • Leading incident management teams and the REOCs during emergencies.
  • Completing senior-level communications and briefings.
  • Leading, promoting and supporting after-action reviews.
  • Leading contract negotiations and overseeing staff managing large contracts.

Qualifications and Experience

You have a bachelor's degree in a related field and several years of progressive management and leadership experience in a government setting.

As the Executive Director, you must demonstrate knowledge and experience in:

  • Leading multi-disciplinary teams on complex problems.
  • Forging strong relationships across diverse groups.
  • Developing strategic plans and conducting risk assessments.
  • Translating goals into prioritized action plans.
  • Building capacity and leading change management processes.
  • Using critical thinking to solve complex problems.
  • Emergency management policies and programs.
  • Negotiating agreements with partners.

Excellent verbal and written communication skills are required.

The following will be considered an asset:

  • Experience in building community resiliency.
  • Expertise in public safety communications systems.
  • Experience in conducting after-action reviews.

Leadership competences required at this level of work are:

Decisiveness, strategic orientation, change leadership, team leadership, effective communication, self-awareness, and relationship building.

Equivalency

An equivalent combination of training, education, and experience will be considered.

Working Conditions

  • Normal work week is 35 hours/week.
  • Can expect to be called upon 24/7 during emergencies.

Pay Grade: EC 16

Salary Range: $5,556.38- $6,945.46 Bi-Weekly
