Introduction

The Department of Labour and Immigration is seeking qualified candidates for the role of Executive Director for the Manitoba Provincial Nominee Program (MPNP). The MPNP is an economic immigration program that nominates skilled workers and entrepreneurs who have the training, skills and experience to meet in-demand employment opportunities or invest in value-added businesses in Manitoba. The MPNP is Manitoba's primary driver of immigration to the province, contributing and responding to Manitoba's economic, demographic, regional and labour market needs through program design and delivery.

Conditions of Employment:

  • Ability to travel throughout the province and outside Canada as required
  • Ability to work evenings and weekends as required

Qualifications:

Essential:

  • Diploma or degree in business administration, social science, public administration, or a related discipline. A relevant combination of education and experience may be considered.
  • Extensive experience in program development and/or delivery in the Canadian immigration context.
  • Experience translating strategic priorities into clear operational and business plans.
  • Proven ability as a leader with a commitment to create, support and sustain a diverse environment that enables staff to achieve results and to develop for the future.
  • Demonstrated ability to leverage opportunities for innovation, find creative solutions to issues and successfully manage change.
  • Superior interpersonal skills for the purposes of building and maintaining positive and collaborative working relationships with a variety of internal and external partners and stakeholders.
  • Management experience with responsibility for human and financial resources.
  • Strong verbal and written communication skills with experience managing internal and external stakeholder relationships.
  • Demonstrated ability to make well thought out decisions through the use of advanced planning, research and analytical skills and the ability to identify and integrate relevant information to determine appropriate course of action/outcomes.
  • Excellent political acumen demonstrated through experience providing strategic advice to senior leaders on complex topics and sensitive issues.

Duties:

As a senior member of the division’s management team, the Executive Director is responsible to lead and manage the MPNP Skilled Worker and Business Investor teams, provide advice and support to the Assistant Deputy Minister and foster a collaborative workplace culture that supports meeting operational and departmental goals, and supports service delivery and continuous improvement. The Executive Director ensures that the program’s policies and procedures reflect and meet government priorities, goals, objectives and emerging trends. The Executive Director provides leadership in financial, human resource and business planning for the MPNP.
