Executive Director, Facilities Maintenance & Operations

The Provincial Health Services Authority (PHSA) plans, manages and evaluates selected specialty and province- wide health care services across BC, working with the five geographic health authorities to deliver province-wide solutions that improve the health of British Columbians. The Executive Director, Facilities Maintenance Operations provides strategic leadership for facilities maintenance and operations across all owned and designated properties within the PHSA. The role oversees planning, development, management, and evaluation of physical facilities, including human resource management, budget control, contract negotiation, dispute resolution, and regulatory compliance. Key partnerships include senior leaders within health authorities, private sector partners, government agencies, and regulatory bodies.

The Executive Director leads a multi-disciplinary team managing construction, maintenance, and resources, including in-house personnel, consultants, and contractors. A key focus is fostering an environment that enables the team to achieve their objectives in alignment with PHSA goals. This role involves engaging with staff at all levels to address facilities planning needs, coordinate services, and align outcomes with organizational priorities. Communications often involve negotiating, promoting, and modifying services to meet complex and sensitive requirements.

What you'll do
  • Directs and oversees designated owned and other properties, of the Facilities Maintenance Operations portfolio, in a manner consistent with industry best practices.
  • Responsible for providing strategic and technical expertise in designated subject matter areas throughout all properties of the Facilities Maintenance Operations portfolio.
  • Acts as a member of the Facilities & Environmental Sustainability management team and contributes to the effective direction of the department.
  • Manages the recruitment and professional development of employees through the formal assessment of training needs and development of training plans; responsible to oversee and as required, participates in the management of human resource matters.
  • Develops and implements operating and facilities budgets including budget preparation, authorization control and reporting of expenditures ensuring the efficient utilization of financial resources, within objectives, plans and budgets established by the Organizations.
  • Provides effective support to the Facilities Planning and Capital Project Implementation portfolios to ensure that projects in the planning, design or construction phases are compatible with existing and planned building systems and maintenance protocols; ensures processes and procedures are in place to transition capital projects from implementation phase to operations phase.
  • Develops and prioritizes capital infrastructure replacement plans, including determining project scope and budget, consistent with a risk management-based needs assessment and the Organizations' long- range and strategic Master Service Plans and Capital Plans.
  • Develops processes and procedures to provide emergency or urgent response to unplanned events; develops business continuity plans in cooperation with clinical leadership and Emergency Management to mitigate the impact of unexpected loss of building components or systems.
  • Oversees the procurement and management of outsourced service providers and ensures the Organizations' requirements and expectations are met throughout the contract period.
  • Promotes and supports the effective implementation and utilization of facilities management software solutions, e.g. CMMS, facility condition assessments.
  • Ensures that facilities are maintained consistent with best practices regarding energy conservation, carbon footprint reduction, LEED certification and other relevant environmental standards.
  • Researches, promotes and implements best practices in the delivery of efficient and effective hospital maintenance and operations services; establishes and maintains contact with industry peers.
  • Ensures compliance with relevant Acts and Regulations pertaining to the portfolio.
  • Evaluates portfolio performance and responds to changing customer needs by conducting ongoing assessments, gathering feedback, and implementing quality and process improvement initiatives aligned with PHSA's strategic plan and standards set by the Canadian Council on Hospital Accreditation, the Ministry of Health, and other governing bodies.
  • Liaises with internal stakeholders and external organizations, including government ministries, health authorities/providers, educational institutions, and professional associations, to stay informed on trends and best practices in facilities planning and management. emphasizes the relationship between physical facilities and their impact on optimal healthcare delivery.
  • Performs other related duties as assigned.

What you bring

Qualifications
  • A level of education, training, and experience equivalent to a Masters' degree and a professional designation in a relevant discipline, supplemented by ten (10) years of recent, related experience in progressively more complex and senior management leadership roles in a large, unionized, multi-site organization, including significant experience with design, construction and maintenance of facilities projects and operations or an equivalent combination of education, training and experience.
  • Demonstrated knowledge of the historic and ongoing impacts of settler colonialism on Indigenous Peoples in social and health contexts, including supported by significant knowledge of Indigenous-specific mandates, including clear understanding of and commitment to eradicate Indigenous-specific racism and discrimination and embed Indigenous Cultural Safety and Humility.
  • Demonstrated knowledge of the historic and ongoing impacts of settler colonialism and systemic racism on Indigenous Peoples within social and health contexts, underpinned by significant expertise in Indigenous-specific mandates. This includes a clear understanding of and commitment to eradicating Indigenous-specific racism and discrimination. Additionally, it involves embedding Indigenous Cultural Safety and Humility, and an advanced expertise and unwavering dedication to engaging with diversity, centering equity, and advancing inclusion (DEI).
  • Demonstrated knowledge and understanding of legislative obligations and provincial commitments within General Plant Operation contexts found in the foundational documents including Truth & Reconciliation Commission's Calls to Action (2015), In Plain Sight (2020), BC's Declaration on the Rights of Indigenous Peoples Act (2019), United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP), Reclaiming Power and Place Missing and Murdered Indigenous Women & Girls Calls for Justice (2019), the Declaration Act Action Plan and Remembering Keegan: A First Nations Case Study, Anti-Racism Data Act, BC Human Rights Code - and how they intersect across the health care system.

Job Type: Regular, Full-Time
Salary Range:
$141,146 - $202,898. The starting salary for this position would be determined with consideration of the successful candidate's relevant education and experience, and would be in alignment with the provincial compensation reference plan. Salary will be prorated accordingly for part time roles.
