Job summary

Calgary-Foothills-Primary-Care-Network seeks an Evaluation Lead to develop and implement evaluation frameworks and research initiatives aligned with the Calgary Zone Service Plan. You will design and conduct mixed-method studies, analyze health data, and translate findings into actionable insights for leadership and partners.

The role emphasizes developing logic frameworks, applying project and change management methodologies, and reporting findings to senior stakeholders in a timely manner.

Qualifications

• Master’s Degree with training in applied research or evaluation design and methodology, epidemiology, biostatistics, social sciences or a comparable discipline
• Minimum five years of experience in applied research and/or evaluation with health care data and large databases
• Minimum two years of management experience in applied research or program evaluation

Responsibilities

• Leads ongoing monitoring and evaluation of Calgary Zone initiatives
• Oversees technical design and implementation of research and evaluations (project design, sampling, instrument development, data collection, data management, mixed methods analysis)
• Develops knowledge translation products and communication plans to disseminate evaluation messages
• Networks with Calgary Zone PCNs, Primary Care Alberta, Alberta Health Services and other partners to share information and pursue joint evaluation strategies
• Supports leadership and strategic and business planning as needed
• Uses STATA, SPSS, R and NVivo for advanced statistical and qualitative analysis
• Conducts periodic data analysis and presents results to leadership and stakeholders
• Produces technical writing for proposals and responses to solicitations

Job description

The Evaluation Lead is a member of the Calgary Zone Business Unit and reports to the Calgary Zone (CZ) Director of Operations. This role is primarily responsible for the development and implementation of evaluation framework and research initiatives pursuant to the Calgary Zone Service Plan and its projects. The Evaluation Lead has experience developing logic frameworks; applying project and change management methodologies; research and evaluation design and implementation using qualitative and quantitative methodologies, including interviewing, focus groups, surveying, and accompanying statistical or qualitative analysis; reporting and conducting literature reviews. The Calgary Zone Service Plan outlines how the seven Calgary PCNs and their Alberta Health Services partner will deliver primary health care services to the citizens of Calgary and area.

Responsibilities

• Leads the ongoing monitoring and evaluation of Calgary Zone initiatives
• Oversees technical design and implementation of research and evaluations, including project design, sampling, instrument development, data collection, data management and mixed methods analysis for Calgary Zone activities
• Develops knowledge translation products, communication plans and supporting documents to synthesize and disseminate evaluation and quality improvement messages in a timely and clear manner
• Networks and builds strong relationships with Calgary Zone PCNs, Primary Care Alberta, Alberta Health Services, Primary and Preventative Health Services, Health Quality Council of Alberta and Alberta Medical Association in pursuit of information sharing and joint evaluation strategies
• Supports leadership, strategic and business planning when necessary
• Advanced capabilities using statistical analysis software (e.g., STATA, SPSS, R) and qualitative analytical software (NVivo)
• Conducts periodic analysis of data and presents to leadership and key stakeholders as required
• Technical writing for responses to Request for Proposals or other types of solicitations

Qualifications

Education:

• Master’s Degree with training in applied research or evaluation design and methodology, epidemiology, biostatistics, social sciences or a comparable discipline with a strong compliment of quantitative and qualitative health information analysis training

Experience:

• Minimum five years of experience in applied research and/or evaluation with experiences working with health care data and large databases with a demonstrated ability to foster and maintain a positive and cooperative work environment
• Minimum two years of management experience in applied research or program evaluation.
• Experience working in the field of Primary Care is an asset

Employment Requirements
