Job summary

FCC is seeking a Manager, Ethics Program in Canada to lead the ethics program, set strategy, and oversee disclosure and investigations under the Public Servants Disclosure Protection Act. You will guide learning and communication efforts, coordinate with senior leadership and federal partners, and drive high standards of ethical conduct across FCC.

The role emphasizes collaboration, regulatory knowledge, and the ability to manage multiple priorities in a dynamic, bilingual environment.

Qualifications

• Bachelor’s degree in social sciences, public administration or law with at least five years of relevant experience.
• Extensive knowledge of federal Crown environment requirements and federal legislation.
• Proven ability to build and maintain influential relationships with managers and key stakeholders.
• Proficiency in both official languages (English and French) with strong written and oral communication.

Responsibilities

• Lead the implementation of FCC’s ethics program, including strategies, procedures and day-to-day activities.
• Assess program maturity, recommend controls and metrics for effectiveness.
• Oversee learning, communication and training initiatives for managers and teams.
• Support the disclosure process and conduct internal investigations compliant with requirements.
• Prepare reports for senior management, Board and government with confidential advice.
• Build relationships with internal leaders and federal partners and lead the ethics team.
