Job summary

Aecon Concessions in Toronto, ON is seeking an Estimating Manager to lead compliant, comprehensive cost estimates for major civil infrastructure projects across Canada and the U.S.

Reporting to the Director of Pre-construction, you will guide a team of estimators, review RFPs, develop strategic bids, manage risks, and ensure estimates align with financial objectives and project schedules. 20 years of civil construction experience is required.

Qualifications

• 20 years of experience within the civil construction industry.
• Strong estimating background on large capital or civil engineering projects.
• Project management experience and/or field experience on large projects.
• Understanding of design/build and build-to-spec approaches.
• Knowledge of contract language and terms.
• Excellent leadership and organizational skills.

• Knowledge of AACE guidelines and estimating concepts.
• Familiar with union wage schedules and trade agreements.
• P.Eng., CET or equivalent industry experience.

Responsibilities

• Overall responsibility for cost estimate development, bid submissions and proposal strategy.
• Produce detailed cost estimates and proposals aligned with business objectives.
• Compile inputs from multiple sources for organized proposals and schedules.
• Collaborate with estimators and support staff to deliver proposals.
• Review customer RFPs, drawings, specs and contracts.
• Develop strategic execution plans for each proposal.
• Identify and mitigate project risks to manage exposure.
• Coordinate with Operations, Project teams, Business Development and Senior Management.
• Utilize estimating software to organize estimates per guidelines.
• Review estimates and resource requirements for each discipline.
• Prepare project schedules, resource loading and cash flow analyses.
• Create technical, commercial and promotional documents.
• Lead proposal initiation and status meetings with Senior Management.
• Present estimates to Senior Management for approvals.
• Maintain relationships with clients, consultants and subcontractors.
• Review drawings and technical docs to understand scope and risks.
• Ensure estimates follow company policies and procedures.
• Obtain sub-trade quotes and liaise with subcontractors.
• Travel to site visits as required and maintain driver’s license.

Reporting to the Director of Pre‑construction, the Estimating Manager will be responsible for the preparation of compliant and comprehensive construction estimates, proposal submissions and documentation related to various types of civil infrastructure major projects. During the bid preparation process, this individual manages the development of construction cost estimates.

What You’ll Do Here:

• Overall responsibility and management of construction cost estimate development, bid submissions and proposal execution strategies.
• Produce detailed cost estimates and proposals that align with overall business objectives and financial requirements.
• Compile inputs from various sources to produce organized proposals, detailed cost estimates and P6 schedules.
• Collaborate with a team of construction estimators and support personnel to produce the required proposal deliverables.
• Review and comment on customer RFP documents, drawings, specifications and contracts.
• Develop a strategic and competitive construction approach / execution plan for each proposal.
• Identify potential project risks and ensure necessary precautions are implemented to manage exposure.
• Works together with Operations, Project personnel, Business Development and Senior Management.
• Utilize estimating software to organize estimates per internal guidelines and customer requirements.
• Review and approve estimates and resource requirements developed by estimators for each discipline.
• Preparation of project schedules, resource loading, productivity assessments and cash flows.
• Creation of technical, commercial, marketing and promotional documents.
• Chair the required proposal initiation, status and approval meetings with Senior Management.
• Present proposal and estimate details to Senior Management to obtain required approvals.
• Presents or ‘Turnover’ awarded proposal information and estimate details to the Project Team members.
• Develop and maintain positive relationships with clients, consultants and subcontractors.
• Serve as the main contact for various consultants, engineering firms and subcontractors.
• Review of engineering drawings, specifications, contracts and other technical documentation to fully understand project scope requirements and associated construction risk elements.
• Responsible for the preparation and documentation of cost estimates following the Company’s estimating policies and procedures.
• Obtains and analyzes sub-trade quotations, liaison with subcontractors
• Review of estimates, including labor hours, material costs, tools & equipment, rentals, materials and subcontractors
• Successfully complete various safety and job training courses/programs.
• Other duties as required.

What You Bring to the Team:

• 20 years of experience within the civil construction industry.
• Strong estimating background on large capital or civil engineering construction projects.
• Project Management experience and/or field experience on large construction projects.
• Understanding of both design/build and build-to-specification approaches.
• Strong understanding of contract language, legal terms and conditions.
• Exceptional leadership and organizational skills.
• Strong communication skills – oral and written.
• Ability to read and understand technical drawings.
• Knowledge of AACE guidelines and estimating concepts.
• Familiar with unionized trade agreements and wage schedules.
• P. Eng., CET, or equivalent industry experience.
• Proficiency with Microsoft applications, Primavera P6 and/or construction estimating software.
• Ability to work in a multi-disciplined team environment including vendors, subcontractors and clients.
• Site visits and occasional travel will be required.
• Valid Driver’s license.

The expected pay range for this role is: $140,000 - $190,000

Individual pay is determined based on several factors, including work location, education, experience, unique skills and job conditions. Other considerations may include certifications, specialized training, and the complexity or scope of the role.
