Job summary

The City of Regina is seeking a skilled Labourer in Water and Sewer Operations to operate Class III equipment and perform routine maintenance on critical water and sewer systems. This role requires experience with valve turners, skid steer loaders, hydro-vac units, and related machinery.

You will inspect, maintain, and repair equipment, assist with winter operations, and read system drawings to support daily operations.

Qualifications

  • Grade Twelve (12) or General Education Development (GED) equivalency.
  • Typically, the knowledge, skills and abilities required for this position are obtained through a minimum of 2000 hours’ experience as a Skilled Labourer in Water or Sewer Operations with demonstrated ability to operate Water or Sewer Operations Class III equipment competently.
  • Must obtain and maintain level one (1) Operator Certification, as identified under the Saskatchewan Water and Wastewater Works Operator Certification Standards in the category relevant to their operating area within one (1) year.
  • Thorough knowledge of operation, care, mechanics, and routine maintenance involved in the operation and routine maintenance of water and sewer linear systems Class III equipment.
  • Demonstrated working knowledge of methods, procedures, maintenance, and operation associated with the various linear systems in water and sewer operations.
  • Ability to provide directions and training to other employees who may be assigned as helpers.
  • Demonstrated ability to perform heavy work of a physical nature on a daily basis over sustained periods and inclement conditions.
  • Demonstrated ability and initiative to work independently with minimum supervision.
  • Demonstrated ability to follow verbal and written instructions associated with work orders, work procedure manuals, construction specifications, drawings, and plans, etc.
  • Ability to assist in training other employees in the operation, servicing, maintenance, and care of equipment.
  • Demonstrated ability to provide written reports, calculating units of accomplishment, for work completed and documenting any problems that were encountered.
  • Demonstrated ability to establish and maintain effective working relationships as necessitated by work assignments.
  • Ability to deal courteously and tactfully with the general public.

Responsibilities

  • Operate Sewer and Drainage Operations or Water Operations Class III equipment, safely, efficiently, and effectively.
  • Operate Class III equipment (valve turners, skid steer loaders, hydro-vac units, front-end loaders, steam boilers).
  • Perform routine inspection, maintenance, and minor repairs to keep equipment in good operating condition.
  • Clean domestic and storm sewer systems including mains and catch basins.
  • During winter months, operate steam boilers, thaw frozen valves, curb boxes, fire hydrants, storm drains, and other water and sewer assets.
  • Read and interpret water distribution and domestic and storm sewer drawings and operational information as required.
  • Provide directions and training to other crew members.
  • Follow safety rules per OHSA and City policies.

Position Summary

This position operates heavy mobile and stationary equipment in the Sewer and Drainage Operations and the Water Operations branches of the City Operations Division. The position carries out assignments where emphasis is placed on superior operating skills and where errors in judgement may be costly, difficult to rectify and may involve personal hazard to others.

This position is responsible for daily maintenance of assigned equipment and may also be required to train other employees in the operation of Class III equipment. This position typically reports to a Crew Lead or Coordinator.

Key Duties & Responsibilities
  • Operate Sewer and Drainage Operations or Water Operations Class III equipment, safely, efficiently, and effectively including:
  • Valve turners (Water Operations), Skid steer loaders (Sewer & Drainage Operations), hydro-vac units, front-end loaders, steam boilers and other designated Class III equipment.
  • Perform routine inspection, maintenance, and minor repairs as necessary to ensure equipment is kept in good operating condition.
  • Clean domestic and storm sewer systems including mains and catch basins (Sewer & Drainage Operations).
  • During winter months, this position will be required to operate steam boilers, thaw frozen valves, curb boxes, fire hydrants, storm drains, and other water and sewer assets.
  • Operate & exercise valves and/or curb boxes.
  • Hydrovac and repair valves and/or curb stops/boxes and daylight underground utilities.
  • Read and interpret water distribution/domestic and storm sewer linear system drawings and operational information as required.
  • Perform demolition of manhole top structures in support of reconstruction requirements (Sewer & Drainage Operations). Assist crew members as required.
  • Clean dump sites and provide snow removal at sewer or water facilities.
  • Provide directions and training to other employees as required.
  • Follow all rules, procedures and regulations as set out in the Provincial Occupational Health and Safety Act and the City of Regina Occupational Health and Safety Manual.
  • Perform related duties as required.

Working/Other Conditions
  • Must bring Boiler Operator Certification (Water Distribution & Sewer & Drainage Ops only).
  • Must possess a valid Class 3A license.
  • Must be willing and able to obtain Trailer Towing training.
  • Must be able and willing to perform work of a physical nature in field environments and inclement conditions.
  • Must be comfortable working in environments where sewage is present.
  • Must be willing to be on call, perform overtime, and work shift and/or irregular hours.
  • Must respond to call outs and emergencies as required.
