Job summary

Mobilinx is seeking an Environmental Specialist to manage environmental compliance and soils oversight on a major infrastructure project. The role requires a combination of field and office work, coordinating with construction teams and ensuring compliance with environmental regulations. Candidates should have a relevant degree and experience in environmental inspection, as well as possess strong communication and report writing skills.

Qualifications

  • 3-6 years of relevant experience in environmental inspection and/or soil/environmental field.
  • Knowledge of Ontario Regulation 153/04, 406/19, Environmental Protection Act, and CAN/CSA Z768 and Z769 standards.
  • Understanding of environmental regulations and excess soil management frameworks.

Job description

Mobilinx is seeking a proactive and technically proficient Environmental Specialist to support our environmental compliance and soils management activities on a major infrastructure project. This role combines responsibilities in the field and in the office conducting environmental oversight and environmental regulatory compliance. The successful candidate will work directly with the Lead QP and Lead Environmental Inspector to facilitate compliance with the Mobilinx Environmental Management System and both soils and environmental regulations. This will be achieved through successful coordination of the Construction and Environmental Teams to ensure project success.

Key Responsibilities

Soil & Regulatory Oversight

  • Environmental specialist knowledgeable with, and capable of managing soils testing under the applicable regulations.
  • Experience with, and comprehensive understanding of the application and interpretation of Ontario Regulation 153/04 and 406/19, under the Environmental Protection Act (Ontario), as amended from time to time.
  • Experience with and understanding of the application and interpretation of Canadian Standards Association (CAN/CSA Z768 and CAN/CSA Z769) investigation criteria and criteria relating to the assessment of contaminated lands.
  • Capable of carrying out field investigations and sampling.
  • Coordinate with laboratories and assist in preparing sampling plans and records for QP review.
  • Ability to perform construction site reconnaissance, observations and inspections.
  • Understanding and experience scheduling geotechnical and environmental laboratory testing, and compiling test results.
  • Experience managing a soil tracking system for various samples.
  • Strong report writing skills.
  • Strong verbal communication skills when expressing or explaining technical topics.

Environmental Compliance and Inspection

  • Conduct regular environmental site inspections to monitor compliance with regulatory permits, project specifications, and environmental management plans.
  • Maintain and track environmental action items in the Moblinx electronic compliance management system.
  • Conduct handheld air monitoring, ensuring adherence to environmental protection standards.
  • Support monthly and weekly environmental reporting by compiling field data and preparing concise documentation.

Coordination & Support

  • Liaise with construction teams, subcontractors, consultants, and governmental agencies to support environmental coordination needs on-site.
  • Support the Lead QP in reviewing contractor submissions related to environmental protection and excess soil.
  • Provide technical field-level guidance to Environmental Inspectors.
  • Prepare, present and document environmental toolbox talks and training.

Qualifications and Education Requirements

  • Bachelor’s degree in Geology, Environmental Engineering, Geological Engineering, or related field.
  • 3–6 years of relevant experience in construction, environmental inspection, and/or soil/environmental field.
  • Registered or working toward P.Eng. or P.Geo.
  • Knowledge of Ontario Regulation 153/04, 406/19, Environmental Protection Act, and CAN/CSA Z768 and Z769 standards.
  • Understanding of environmental regulations, permit requirements, and excess soil management frameworks.
  • Proficiency in Microsoft Office.
  • Knowledge of relevant federal and Ontario policies, procedures and legislation, including waste management and related legislation, regulations, guidelines, and policies for water protection and materials management and MTO contaminated property process.

Preferred Skills

  • Involvement in at least one large infrastructure project.
  • Demonstrates astute business acumen in the understanding and management of commercial contracts and risk
  • Ability to operate independently and as part of a team in a multidisciplinary team environment.
