Job summary

The City of Red Deer Municipal Government is seeking an Environmental Services Section Specialist to develop projects, collect data, run pilot studies and ensure safety in the Treatment Plants, Collection and Distribution Systems.

Reporting to supervisors, you will manage quality programs, procedures and regulatory documentation while coordinating with internal and external stakeholders to meet service levels.

Qualifications

  • Must have Grade 12 or equivalent.
  • Two-year technology program or Alberta Level III/IV operator certification.
  • One-year water/wastewater program preferred.
  • Project management, auditing and health and safety training are assets.
  • Must pass safety certificate courses as required by the Province or City.
  • Valid Class 5 Alberta driver’s license.
  • Four years in Provincial Level III or IV treatment plant or distribution/collection operation.

Responsibilities

  • Assist with planning, implementation, scheduling, documentation and coordination of section activities.
  • Lead and coordinate health and safety programs including inspections and training.
  • Develop and improve operating procedures, quality and continuity plans.
  • Support capital projects through planning, tendering and inspections.
  • Monitor regulatory compliance and maintain technical records.
  • Collaborate with staff, contractors, regulators and the public to meet objectives.

The Opportunity:

In consultation with the Lead Operators, Supervisors and Superintendents, the Environmental Services Section Specialist is responsible for the development of projects, the collection of data, performance of pilot studies, quality, work management procedures, and safety programs, etc. in the Treatment Plants, Collection and Distribution Systems. The Environmental Services Section Specialist completes assignments to meet departmental service levels and comply with City Policies, The City’s Approvals to Operate and relevant regulatory standard.

Top Key Responsibilities:
  • Support operational programs and projects by assisting with planning, implementation, scheduling, documentation, and coordination of section activities and initiatives.
  • Lead and coordinate health and safety programs including inspections, hazard assessments, incident tracking, emergency preparedness, safety training, compliance monitoring, and continuous improvement initiatives.
  • Develop, maintain, and improve operational systems and documentation, including quality management programs, operating procedures, business continuity plans, emergency response plans, and regulatory compliance materials.
  • Coordinate and support capital projects and operational improvements by assisting with project planning, tendering and procurement processes, document reviews, inspections, commissioning activities, and performance evaluations.
  • Monitor regulatory compliance and quality assurance requirements through audits, reporting, data validation, troubleshooting, and maintenance of technical and operational records.
  • Collaborate with internal and external stakeholders, including staff, contractors, consultants, regulatory agencies, and the public, to support operational objectives, public engagement activities, and service delivery.
As our preferred candidate, you will have:
  • Grade 12 or equivalent
  • Two (2) year Technology program or Unrestricted Level III Alberta Environment Operator’s Certification in one of the following: Water Treatment, Wastewater Treatment, Wastewater Collections or Water Distribution
  • Education or training in a one (1) year water/ wastewater related technical program is preferred
  • Project management, auditing, and health and safety training is considered an asset
  • Must successfully pass all safety certificate courses currently required and others to be defined by the Province or by the City
  • Valid Class 5 Alberta driver’s license
  • Four (4) years in a Provincial Level III or IV Treatment Plant or Distribution/ Collection operation

Remuneration:

$41.55 to $47.21 per hour.

Hours of Work:

75 hours biweekly, Monday to Friday. Some evening and weekend work may be required.
