Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. Our Capital Projects Group, Environmental Programs and Assessment (EPA) Division is seeking multiple contract Environmental Project Managers to supervise the efficient and environmentally compliant delivery of projects. You will be responsible for leading Environmental Assessments and their related program areas of study (noise, vibration, air quality, natural heritage, cultural heritage and archaeology), managing the environmental components of Technical Advisor and consultant contracts for implementation (construction) projects, overseeing Project Coordinator and Junior Project Coordinator level staff with respect to Program and Project execution, and providing strategic advice and support to internal client groups.

What will I be doing?
  • Oversee environmental assessments and addendums carried out under the Environmental Assessment Act, including through Ontario Regulation 231/08 Transit and Rail Project Assessment Process (TRPAP), including the associated technical studies on social and biophysical environments (e.g., noise, vibration, air quality, built heritage, natural heritage, archaeology, design, and mitigation).
  • Manage the environmental components of design and construction phases of capital projects (implementation stage contract management).
  • Plan, participate, and make presentations at Metrolinx public consultation events (both virtual and in-person) for individual projects through all project stages.
  • Coordinate environmental input to design implementation, provide guidance on permits and approvals, and lead and oversee environmental compliance monitoring programs.
  • Generate consultant Terms of Reference and supervise consultant contracts engaged in environmental compliance related assignments (includes scope, schedule, and budget oversight).
  • Oversee Project Coordinator and Junior Project Coordinator level staff with respect to Program and Project execution.
  • Report on the progress of programs and projects to Managers and other senior staff within EPA.
  • Liaise with Project Delivery Teams, Technical Advisors, and internal departments to advance transit projects in accordance with overall project schedules.
  • Provide strategic advice and guidance to internal stakeholders on environmental permit, approval, and compliance-related topics.
  • Work with Indigenous communities and various external stakeholders including regulators, municipalities and the public including, but not limited to, Ministry of the Environment, Conservation and Parks; Ministry of Citizenship and Multiculturism; and Conservation Authorities.
  • Provide an internal knowledge base of legislated environmental standards, regulations, guidelines, and best practices and determining potential impacts of these on Metrolinx programs and assessments.
What Skills and Qualifications Do I Need?
  • A post-secondary education in a related discipline (e.g., Planning, Environmental Management, Environmental Science) or any combination of education, training and experience deemed equivalent.
  • Demonstrated experience related to environmental assessment, transit/transportation planning, environmental impact assessment, stakeholder consultation and environmental compliance monitoring.
  • Demonstrated experience with the Ontario and Canadian Environmental Assessment process, including Transit and Rail Project Assessment Process (TRPAP) and Class Environmental Assessments (e.g. Ministry of Transportation, Infrastructure Ontario, Municipal).
  • Working knowledge of the principles and practices of environmental assessment and project management.
  • Thorough knowledge of the Ontario Environmental Assessment Act, Environmental Protection Act, Planning Act, Heritage Act, Endangered Species Act, and the federal Migratory Bird Convention Act, Navigation Protection Act, Fisheries Act, Impact Assessment Act and other related environmental legislation.
  • Excellent written and oral communication skills, ability to work independently, strong interpersonal and negotiating skills, and analytical ability are a must.
  • A valid Ontario Class G driver’s license is required to travel to various site locations, meetings, operational facilities, etc. Must meet and maintain the corporate standard for a good driving record.
