Job Description:

Reporting to Manager, Environmental and Health & Safety Compliance , the Environmental Health & Safety Field Representative (EH&SFR) provides environment, health and safety (EHS) compliance support to Solid Waste Management Services (SWMS) operations. EH&SFR is responsible for the implementation and governance of programs and activities related to Corporate, Division and Section’s EHS management systems.

Major Responsibilities:

Responsibilities of the Environmental, Health and Safety Field Representative (EH&SFR) include:

  • Works in close cooperation and consultation with the stakeholders to ensure consistent field interpretation and application of EHS regulatory requirements as well as City policies, programs, and procedures.
  • Provides input into the development of policies, programs, and procedures, manuals related to environment, health and safety related regulatory issues, including templates and forms for frontline staff. Supports the implementation and governance of EHS Management System, including performing hazard identification, risk assessments, determine corrective & preventive actions, and following up on their implementation.
  • Develops training modules on various EHS topics, plans and delivers training sessions to staff, and provides orientation to contractors. Provides management and staff with advice, clear direction, and tangible support on the application of regulatory compliance tools and systems.
  • Plans audits, conducts audits and prepares internal audit reports and documents findings, identifies deficiencies, and makes recommendations on areas of improvement.
  • Prepares various MIS (Management Information Systems) reports, including reports on safety training, incidents, compliance , internal audit findings, risk mitigation plans, and ad hoc reports based on management requests.
  • Provides emergency or incident (such as a spill or an occupational injury) response in the form of emergency response planning and testing; root cause analysis; assessing compliance and recommending a course of action to bring about compliance; liaising with regulators as appropriate.
  • Establishes and maintains professional and constructive relations with peers, City staff and management, Ministry of Labour, Immigration, Training and Skills Development, Ministry of Environment, Conservation, and Parks, Toronto Fire Services, and other key stakeholders.
  • Performs other related duties as assigned.

Key Qualifications:

Your application must describe your qualifications as they relate to:

  • Post-secondary education, in Health & safety or Environment or related discipline required (or equivalent combination of education and experience).
  • Expertise in environmental and health and safety compliance related role(s) in an industrial, construction or municipal setting implementing environmental /health and safety programs.
  • Expertise in developing EHS policies, procedures, programs, audit protocols, and training programs; assessing compliance; conducting training and orientations; developing various MIS reports; and recommending action plans to ensure compliance with applicable environmental, health, and safety legislation and regulations.
  • Experience in implementing Environment/ Health & Safety Management Systems. Being a certified Lead Auditor for ISO 14001 or ISO 45001 would be an asset.

You must also have:

  • Canadian Registered Safety Professional (CRSP) or Certified Safety Professional (CSP) certification.
  • Proficient in using Microsoft Office Suite (i.e. Microsoft Word, Excel, PowerPoint, Outlook).
  • Strong interpersonal skills with the ability to communicate effectively and resolve conflict with all levels of the organization, with internal and external stakeholders, consultants, engineers, trades, and within a team environment. Ability to evaluate and solve problems, exercise good judgment, and make decisions.
  • Possession of a valid Ontario "G" Drivers Licence and access to a vehicle for site visits.
  • Joint Health & Safety Committee Part 1 and 2 certified would be an asset.
