JOB OVERVIEW
Reporting to the Senior Environmental Engineer, you will work within the Center of Expertise (a department consisting of scientists, engineers, architects and landscape architects) to conduct environmental site assessments (Phase I, II, Monitoring) for internal NCC construction projects. You will coordinate and supervise the work of external environmental consultants, and perform other duties such as soil tracking, assessing contaminants of concern, soil sampling and management plans, designated substance surveys, provincial soil registry posting, and environmental impact assessments. You will prepare terms of references, permit applications and specifications for projects. You will collaborate with internal and external stakeholders on Environmental projects and occasionally supervise students.

ESSENTIAL QUALIFICATIONS

EDUCATION
A degree from a recognized post-secondary institution with specialization in Civil Engineering, Environmental Engineering, Geology, Environmental Science, Earth Sciences or a similar discipline.

LICENCE
Must be licensed or eligible (completed mandatory university course work) for registration as a professional member under either the Professional Engineers of Ontario (PEO), the Professional Geoscientists of Ontario (PGO), the l’Ordre des ingénieurs du Québec or l’Ordre des géologues du Québec.

EXPERIENCE
A minimum of three (3) years holding progressively increasing responsibilities in Environmental or Geoscience field and in the following areas.
• Preparing technical reports, letters, memos, and specifications.
• Experience conducting rock, soil, groundwater or surface water sampling.
• Experience completing Phase I/II-ESAs.
• Experience completing Designated Substance Surveys.

KNOWLEDGE
• of Provincial soil regulations, such as soil tracking requirements in Ontario and Quebec.
• of the Canadian Council of Ministers of the Environment (CCME) Soil Quality Guidelines for the Protection of Environment and Human Health.
• of the Federal Impact Assessment Act as it pertains to work on federal lands (s.82-s.91).

ABILITIES
• To conduct field samplings, surveys; collect, analyze technical data, and produce reports.
• To work on multiple projects simultaneously.
• To oversee contractual agreements with subcontractors and monitor their work.
• To provide advice, negotiate and resolve disputes with internal and external parties.
• To communicate effectively both orally and in writing in both official languages.

ASSETS

• Advanced degree in Engineering, Geology or Environmental Science.
• Experience supervising students or field staff.
• Other Project Management or Environmental professional certifications or designations.
• Knowledge and experience on infrastructure projects such as bridges, retaining walls, dams, buildings, shorelines etc.

WORKING CONDITIONS
• Visit to construction project sites where protective equipment such as hard hats and safety shoes are required. Involves standing, walking and navigating various work terrains.

CONDITIONS OF EMPLOYMENT
• Possess or eligible to obtain Secret security clearance.
• Linguistic profile: Bilingual BBB.
• Position is in the National Capital Region. The person selected for this position must reside within a commutable distance from the workplace at 40 Elgin Street, Ottawa, Ontario.
