Core Functions

The Coordinator of Spatial Planning is responsible for providing strategic and methodological support related to spatial data and analysis to the Land Use Planning Unit. The position focuses on assisting in the creation of land use planning tools by gathering relevant spatial data and offering analysis and recommendations on how this data can be applied in planning processes. The person in this role will be essential in coordinating important data collection initiatives and will also facilitate collaboration between various teams and stakeholders to align other related planning processes and tools.

Functional Responsibilities

  1. Compile and organize spatial data relevant for planning across Eeyou Istchee in collaboration with Geographical Information Systems (GIS) staff and Land Use Planners.
  2. Analyzing spatial data in alignment with best practices, strategic objectives, and Cree decision-making requires a thoughtful approach that integrates cultural perspectives, environmental stewardship, and community-driven goals.
  3. Identify gaps in available spatial data and support the Manager in developing requests to access relevant data outside the Cree Nation Government (CNG).
  4. Develop and maintain a database of spatial data to enhance accessibility and usability for planning processes.
  5. Develop frameworks and models for spatial data analysis to inform land use designations and zoning.
  6. Design and deliver visually impactful maps to effectively communicate key information.
  7. Assist in preparing reports and presentations summarizing spatial data analysis and recommendations for stakeholders.
  8. Evaluate the effectiveness of spatial planning initiatives and provide recommendations for improvements based on data analysis.

Interaction/Communication Responsibilities

  1. Support the collection of Cree land use data through the development of data collection tools, participating in land use mapping interviews, and providing effective data management.
  2. Participate in engagement activities with Cree communities and maintain awareness of their spatial planning priorities.
  3. Collaborate with the GIS Unit and other stakeholders to develop tools and strategies facilitating access to spatial data for the Eeyou Planning Commission members and community representatives.
  4. Liaise with CNG departments and planning partners regarding spatial planning data and activities.
  5. Work closely with the GIS team to assess the GIS capacity needs for land use planning in Cree communities and develop tools and strategies to support these communities in addressing those needs.

Other Responsibilities

  1. May be required to lead data collection projects as needed to support evolving regional priorities and initiatives.
  2. Maintain up-to-date knowledge and skills relevant to the role.
  3. Perform other duties as required.

Qualifications

Education and Certificate

  1. Bachelor’s degree in Geography, Planning, Environmental Science, or equivalent.

Experience

  1. Three to five years of relevant work experience using spatial data in planning processes.
  2. Proficiency with ESRI and/or GIS tools is required.

Languages

  1. Fluency in English.
  2. Fluency in verbal Cree and French is an asset.

Knowledge And Abilities

  1. Strong communication, intercultural, and interpersonal skills.
  2. Proven ability to work effectively in Indigenous contexts.
  3. Advanced GIS and spatial analysis skills.
  4. Organizational skills with the ability to coordinate multiple projects.
  5. Strong judgment, problem-solving skills, and initiative.
  6. Ability to work under pressure and adapt to a changing environment.
  7. Computer programming skills in R and/or Python are preferred.
  8. Proficient in Microsoft Office Suite.

Additional Requirements

  1. Typical office setting where there are no unusual physical demands.
  2. Willingness to travel regularly.

The Cree Nation Government may, at its discretion, waive any or all of the aforementioned requirements if a suitable candidate who is a JBNQA beneficiary accepts to follow a training plan determined by the Cree Nation Government as a condition of employment.
