Job description

A federal program focused on security clearance modernization is seeking an experienced Enterprise Architect Consultant (Level 3) to support a major digital transformation initiative. This multi-faceted project aims to enhance and modernize core IT systems used to manage background checks and clearance processes for personnel operating in restricted environments.


The successful candidate will provide architectural leadership and technical guidance for multiple concurrent workstreams, ensuring systems are future-proof, efficient, user-friendly, and aligned with enterprise standards and policy frameworks.

Responsibilities

Strategic and Architectural Leadership

  • Evaluate and align enterprise architecture with business goals and federal ICT policies
  • Develop strategic blueprints and target-state architectures
  • Perform gap analyses between current-state and future-state environments

Systems and Solution Design

  • Develop requirements for scalable and modernized technical architectures
  • Assess technology feasibility, risks, and benefits
  • Lead implementation of architectural improvements, UX enhancements, and data integration

Stakeholder Engagement and Reporting

  • Lead workshops and working groups with business, technical, and executive stakeholders
  • Create architecture models, documentation, and presentations
  • Submit regular progress and status reports (weekly/monthly)

Technical Oversight

  • Provide architectural guidance on application modernization, accessibility, and usability
  • Collaborate with development teams for bug fixes and enhancements
  • Support production operations and ensure continuous improvement of deployed systems

Qualifications

Mandatory

  • Minimum 10 years of experience in enterprise architecture or solution architecture roles
  • Demonstrated experience working on complex federal or public sector ICT projects
  • Experience with systems involving .NET (8+), REST APIs, Azure DevOps, and Power Platform
  • Knowledge of accessibility standards such as WCAG 2.x
  • Experience in system modernization, cloud migration, or architecture realignment projects
  • Must hold Reliability Status security clearance or be eligible to obtain it

Desirable

  • Knowledge of digital credentialing frameworks and international standards (e.g., ICAO)
  • Hands-on experience with end-to-end testing tools like Playwright or Cypress
  • Experience working with data management systems, identity systems, or decision support platforms
  • Strong communication, facilitation, and presentation skills
