Halifax Regional Municipality is inviting applications for one permanent position of Engineering Technologist II in Planning and Development.

Under the supervision of the Development Engineer, the Engineering Technologist II is responsible for providing construction, permitting and licensing of approvals for infrastructure and utilities relating to long duration and progressively complex construction activities on private property and in the public right of way. The Engineering Technologist II provides technical leadership and expertise, project management responsibilities, and oversees the administrative functions required for engineering approvals and endorsements of applications related to complex development projects within the Municipality. The position requires advanced skills in a variety of competencies, including conflict management, decision making, organizational awareness and risk management.

DUTIES AND RESPONSIBILITIES :

  • Mentors and supports junior staff and interns with respect to the interpretation of practices, policies, and procedures including the terms of Development Agreements and Servicing Agreements.
  • Reviews plans, specifications, technical reports and engineering designs for compliance with HRM by-laws, standards, specifications, design guidelines, and industry codes of practice.
  • Prepares, reviews and accepts tender documents for compliance with Orders to Remedy, manages and supervises contracted services in the remedy of both private properties and the public right of way. Assist with enforcement of the Land-use By-law and Development Agreement infractions, compiles documentation associated with legal referrals including evidence for use in prosecution, appears before the Appeals Standing Committee as a subject matter expert regarding appeals of Orders issued.
  • Prepares technical reports, formulates correspondence and discusses findings related to the technical review of applications with professional engineers and architects, planners, other Municipal staff, contractors, external agencies, and the public
  • Provides technical advice and direction to professional engineers and architects, planners, developers, contractors, external agencies, the public, and other Municipal Staff such as the Program Engineer, Development Officer, Planner, Building Official and other internal and external staff.
  • Verifies construction compliance of Municipal storm ditching, slope stability, sedimentation and erosion control measures, backfill materials; gravel bedding; compaction control; roadway sub-grade; retaining structures; underground power and telecommunication conduits; roadway asphalt and gravels; curbs and gutters; sidewalks; power and telecommunication pole locations; traffic and street light installation coordination; traffic sign locations; and reviews of blasting test reports and blast monitoring.
  • Reviews and approves of cost estimates for construction of new developments. Applies accepted cost estimates to determine warranty and performance securities; inspection fees; and requirements for third party Servicing Agreements in new developments. Warranty and performance securities typically range from hundreds to millions of dollars.
  • Conducts audit and mandatory inspections and completes other onsite quality control and quality assurance activities
  • Mediates conflicts arising from developments during the construction phase and facilitates appropriate communications between parties in the disagreement.
  • Represents the Planning and Development Business Unit at public meetings.
  • Mentors and supports junior staff and interns with respect to the interpretation of practices, policies, and procedures including the terms of Development Agreements and Servicing Agreements.

QUALIFICATIONS :

Education and Experience :

  • Diploma in Civil Engineering or Civil Engineering Technology
  • Minimum of six (6) years' experience in municipal engineering
  • Registered as a Certified Engineering Technologist (CET) with TechNOVA (or eligible)
  • Registered (or eligible) Professional Engineers (P.Eng) or Engineers-In-Training (EIT) are encouraged to apply
  • An equivalent combination of education and experience may be considered
  • Nova Scotia Class 5 Drivers License
  • Technical / Job Specific Knowledge and Abilities :

  • Thorough knowledge of, and proficiency in applying, laws, policies and standards to new development projects and their associated Municipal service systems. A good understanding of the Halifax Regional Municipality Charter (HRM Charter), and Municipal by-laws relating to construction approvals.
  • Knowledge of the principles and practices in engineering technology, Municipal engineering, and construction methods are essential.
  • Technical blasting knowledge is considered an asset.
  • Knowledge of other authorities that have jurisdiction over various aspects of development projects.
  • Knowledge and proficiency in basic computer operating systems including : MS Office (Word, Outlook, Excel), ESRI based mapping interfaces, document control and online permit-application systems, and a basic understanding of GIS and AutoCAD.
  • Security Clearance Requirements : Applicants may be required to complete an employment security screening check. Drivers abstract required prior to hire.

    Please note – Testing may be conducted as a component of the selection process to assess technical and job specific knowledge. Candidates, who are selected for testing, may be tested in a group setting, scheduled at the employer’s discretion.

    HOURS OF WORK : Monday to Friday, 8 : 30am to 4 : 30pm, 35 hours per week.

    SALARY : NSGEU Local 222, Level 9 $42.50 / hour

    WORK LOCATION : 3rd floor of Duke Tower (5251 Duke Street, Halifax NS)
