Engineering Technician - Development and Contract Operations (REPOST)

This position reports directly to the Program Manager – Subdivision and Servicing and is a key contributor to the City’s Development Applications Division. This position is responsible for reviewing land development applications and working with the City’s Engineering, Transportation and Parks Departments to ensure appropriate City infrastructure is provided, coordinating review, execution of Servicing Agreements for City infrastructure and determining fees associated with Servicing Agreements.

Examples of key responsibilities include, but are not limited to:

  • Analyze land development applications to identify any infrastructure deficiencies
  • Interpret City bylaws and policies to determine off-site City infrastructure requirements associated with land development applications.
  • Administer the City’s web-based Servicing Agreement review process including coordinating input and approval of the engineering design drawings with internal departments
  • Review engineering design drawings to ensure compliance with the requirements set out in the land development applications
  • Schedule design meetings with engineering consultants, developers, and internal departments to address design issues and conflicts
  • Coordinate the drafting and execution of legal agreements associated with Servicing Agreements.
  • Ensure that all legal, financial, and technical requirements are in place before execution of the Servicing Agreement and approval of engineering design drawings.
  • Initiate or approve Servicing Agreements security reductions once conditions have been met
  • Determine City tie-in and service connection costs and fees associated with Servicing Agreements; compose and issue appropriate letters to the developer and coordinate work orders for City crew
  • Ensure that all preconditions are met prior to preconstruction meetings
  • Respond to inquiries and resolve issues related to servicing design, approval, and construction
  • Maintain accurate records and update internal systems with project milestones and status updates
  • Provide guidance and support to junior staff to ensure adherence to City practices and procedures

Knowledge, Skills & Abilities:

  • Knowledge of the Local Government Act, the Land Title Act, City Bylaws and Policies, engineering design standards
  • Ability to coordinate City review of Servicing Agreement design drawings via the City’s web-based system.
  • Knowledge of Richmond’s infrastructure to provide quick and efficient customer service.
  • Ability to analyze development application proposals to determine off-site deficiencies and make recommendations on servicing requirements.
  • Ability to record and maintain Servicing Agreement related statistics to assist in budgeting and asset management.
  • Ability to work cooperatively with other City departments, external agencies, the development community, and the public in carrying out the functions of the Department.
  • Ability to understand, read and interpret engineering design drawings, architectural & landscape drawings, legal agreements, insurance certificates, contractor quotes, engineering cost estimates
  • Ability to liaise effectively with internal and external customers.
  • Ability to solve customer inquiries and provide excellent customer service.
  • Intermediate to Advanced skill level in Adobe, Microsoft Outlook, Word, Excel, & Teams, AMANDA and ePlan.
  • Ability to use REDMS or a similar record management system.
  • Considerable independent judgement is required.
  • Excellent organizational skills and ability to work accurately and effectively to meet deadlines.
  • Excellent oral and written communication skills are required.
  • Ability to successfully pass a Police Information Check

Qualifications and Experience:

  • Preferred qualifications: Certified Engineering Technician (CET) or Applied Science technologist (AScT) designation is a definite asset.
  • A minimum of a two (2) year Diploma in Civil Engineering or Land Development from a recognized institution.
  • A minimum of 2-5 years of formal of directly related experience.
  • An equivalent combination of education and experience may be considered.
  • Valid Class 5 Drivers Licence for the Province of British Columbia.

Working Conditions:

  • Work is performed in an office environment with some travel within the City of Richmond
