With a diverse population of approximately 124,000 residents, Saanich is the largest municipality on Vancouver Island and offers an inviting blend of urban convenience and natural beauty.The Infrastructure Planning & Analysis Division of the Engineering Department is seeking a strategic, motivated, and experienced individual to join our team as Utilities Engineering Program Manager. Reporting to the Manager of Infrastructure Planning & Analysis, this position leads a unionized technical team in the development and implementation of utilities master plans, asset management plans, policies, and technical initiatives supporting the sustainability and resilience of the District?s water, sanitary, and drainage infrastructure. This role plays a pivotal part in achieving municipal service objectives and aligning with regional servicing priorities. You will be responsible for guiding activities from project identification and scoping through to implementation and reporting, while building and maintaining effective relationships with internal and external stakeholders.As the Utilities Engineering Program Manager, you will serve as a key technical expert and advisor, representing the District in regional partnerships and pursuing funding opportunities for special initiatives. You will provide leadership in project management, technical oversight, and team development to deliver high-quality outcomes on time and within budget. This role requires proficiency in professional engineering practice, policy development, and program delivery in a complex municipal environment. This specific position focuses primarily on the sanitary and drainage infrastructure.Qualified candidates have a Bachelor of Applied Science in Civil Engineering or a related field and are registered as a Professional Engineer (P.Eng.) with Engineers and Geoscientists BC (EGBC). A Project Management Professional (PMP) certification would be considered an asset. You bring a minimum of six years of progressive experience in water resources or utilities engineering, including at least one year of supervisory experience overseeing technical staff and certifying engineering work. You possess demonstrated knowledge of municipal asset management principles, relevant legislation, and best practices in potable water, sanitary sewer, and drainage infrastructure. You have a proven ability to build partnerships, communicate effectively with technical and non-technical audiences, and lead teams in a unionized environment. Experience with procurement processes, budgeting, and contract administration is essential. A valid Class 5 BC Driver?s License and access to a personal vehicle are required.The District of Saanich offers a competitive salary, a comprehensive benefits package, and an exceptional work environment that values collaboration, innovation, and continuous learning.
