Main Purpose & Function

The Engineering Assistant IV is part of the Pump Station Group within the Sewer & Drainage Design Branch. The Pump Station Group is responsible for capital planning, replacement, and rehabilitation of the City’s pump stations, working closely with Sewer Operations, which manages day-to-day operation and maintenance. This position provides technical, analytical, and administrative support to the Pump Stations & Forcemains Program, applying best practices in design, maintenance, project delivery, and construction management. The Engineering Assistant IV also collaborates with Sewer Operations on performance assessment, asset management, and system investigation reviews to ensure reliable and efficient pump station operations. The position reports to the Civil Engineer II (Senior Pump Station Planning Engineer) and works under the overall direction of the Pump Station Senior Technical Manager, alongside Civil Engineers and Engineering Assistant. The role also involves frequent collaboration with Sewer Operations staff, including Superintendents, the Operations Plant Supervisor, pump mechanics, and electricians. In addition, this position may require collaboration with staff from other Engineering Services branches (Integrated Sewers & Drainage Planning, Neighbourhood Energy Utility, DMP, PDB), external consultants, contractors, utility companies (BC Hydro, Fortis, Telus), and Metro Vancouver.

Specific Duties & Responsibilities

  • Planning and System Analysis
  • Coordinates and facilitates pump station inspections, data collection, and condition assessments, including work with external consultants.
  • Retrieves and analyzes operational data from Hansen, SCADA, and other tools to evaluate pump station performance under different conditions.
  • Develops and updates pump station inflow graphs and associated inflow metrics using the existing MS Excel-based flow analysis tools, update sheets with current asset and pump capacity data.
  • Contributes to the development of new tools and methods, incorporating additional data sources (e.g., hydraulic model outputs) to enhance performance metrics, asset condition tracking, and performance data management.
  • Assists in benchmarking pump station performance against industry standards and best practices.
  • Assists with wastewater discharge permit application reviews and tracking.
  • Liaises with Sewer Operations to conduct pump station capacity, storage assessments, flow monitoring, and other operational assessments.
  • Assists with developing and testing emergency bypass procedures and risk mitigation strategies.
  • Conducts equipment condition inspections and maintain asset records, including maintenance and replacement cost tracking.
  • Support the development and refinement of the pump station asset management program.
  • Prepare various technical, operational, and program reports.
  • Drafting and Design
  • Prepares and maintains utility base plans, profiles, piping layouts, schematics, and standard details using AutoCAD and ArcGIS.
  • Provides drafting and design support for capital projects, preparing standard drawings, and updating record drawings.
  • Completes material quantity take-offs for cost estimation purposes.
  • Reviews design submissions for conformance to specifications, standards, and applicable codes, identifying conflicts and recommending solutions.
  • Coordinates utility and infrastructure design reviews with internal branches and external utilities.
  • Assists in writing specifications for the procurement of equipment and construction contracts.
  • Project Management
  • Assists in the development of project documents such as the project charter and project execution plan
  • Assists in cost estimation and scheduling, and tracks these throughout a project
  • Assists with stage gate reviews and PMO compliance
  • Manages system investigations and small to medium sized refurbishment and repair projects from initiation through completion.
  • Construction Management
  • Performs inspections and system commissioning during construction for compliance with design drawings, specifications, and traffic plans and recommends changes required to respond to field conditions
  • Prepares construction field reports and recommend changes in response to site conditions.
  • Assists in contract administration, including reviewing change orders and progress payments.
  • Facilitates construction coordination meetings
  • Acts as a liaison and coordinates the work of external consultants, contractors, and suppliers
  • Record Keeping
  • Prepares and maintains records for as-built infrastructure from markups, survey data, and field investigations
  • Inputs pump station and forcemain assets into GIS/VanMap/Hansen

Other duties/responsibilities as assigned.

Qualifications

Education and Experience:

  • Diploma or Certificate in Applied Sciences supplemented by advanced technical courses in drafting, hydraulics, civil and/or mechanical design with considerable experience with pump stations or similar facilities and or an equivalent combination of education, training and experience
  • Experience in project and construction management

Knowledge, Skills and Abilities:

  • Sound knowledge of underground utility planning, design and construction, and pump station or similar facility operations
  • Good knowledge of municipal design principles and methods, design standards, inspection procedures, construction methods and materials.
  • Strong analytical, organizational, and interpersonal skills
  • Effective written and verbal communication skills
  • Skills in drafting civil, mechanical, electrical and piping systems
  • Ability to read and interpret engineering plans and specifications and perform design drafting
  • Ability to handle inquiries and complaints, provide technical information and assistance, and to establish and maintain effective working relationships with internal and external contacts.
  • Ability to build and maintain effective relationships with internal and external stakeholders
  • Ability to work independently with minimal supervision
  • Ability to work outdoors in inclement weather; site safety compliance requirements
  • Proficient in the use of standard office applications and drafting software such as MS Office, AutoCAD, GIS, Topobase, SAP, Vanmap and Bluebeam/Adobe is an asset

Flexible Work Program

Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work a hybrid work week from locations that are a daily commutable distance from their work at a City worksite. At this time this position is eligible to be part of the Flexible Work Program.
