Main Purpose & Function

The Streets Design Civil Engineer II provides direct supervision and technical leadership to the Streets Design technical services team: unionized drafters and designers (EAIII and EAIV level) and exempt Civil Engineer Is. This position is responsible for providing Professional Engineer technical design input, review, studies, analysis, and advice for internal street design projects. In addition, this role acts as Engineer of Record in accordance with EGBC PGA procedures for the branch’s most complex streets design projects as required; and reviews civil engineering design packages for off-site works delivered through development projects or internal project teams, including liaising with other City branches, consultants, and developers.

Other responsibilities may include supporting updates to the City’s design guidelines and construction standards; completing analysis and developing recommendations around streets infrastructure; developing, compiling, and analyzing departmental metrics and using that data to lead process improvement; managing street and transportation related studies, designs and/or construction projects; developing standard design details or specifications; and other duties as assigned.

This position reports to the Assistant Branch Manager – Streets Design and works with a high degree of independence. When acting as Engineer of Record in accordance with EGBC PGA procedures for assigned streets design projects, the Streets Design Civil Engineer II (CEII) will be responsible for directly supervising the work of EAIV Designers, and EAIII Drafters assigned to the project.

Specific Duties & Responsibilities

Works within a cohesive team in the Streets Design technical services team in carrying out strategic plan and continuous improvement of services related to building and maintaining the City’s Street infrastructure.

Management Duties & Responsibilities
  • Oversees the activities of assigned unionized and exempt staff, assigning and re-distributing duties as required to ensure efficiency of the operation
  • Develops, implements, and monitors quality control processes and procedures
  • Ensure use and sustainment of support systems to manage information
  • Provides on-going review and decision making with respect to staffing levels, employee engagement and performance management
  • Ensures adherence to fair and consistent processes in alignment with the collective agreement and Departmental priorities
  • Coordinates with internal and external customers ensuring design services are provided in a timely and suitable manner, aligned with project schedules
Technical Duties & Responsibilities:
  • Acts as Engineer of Record for Streets Design projects in accordance with EGBC PGA procedures as required
  • Provides technical review and advice for Streets Design staff and staff in other branches
  • Reviews development related civil engineering design packages, including coordinating with Streets Design staff, and staff in other branches
  • Communicates, liaises, negotiates, and sets requirements with other branches, stakeholders, developers, and consultants on streets design related issues
  • Works with project management and coordination staff to monitor construction, certify completion, and close out streets design projects as assigned
  • Leads internal studies, reviews, and case studies of streets design infrastructure and design and construction details/standards
  • Oversees special studies, designs, and construction projects involving consultants and external stakeholders
  • Accepts completed street assets as they relate to street infrastructure (sidewalk, road base, sub base, pavement standards, road drainage standards)
  • Review and continuous improvement of design standards according to industry best practices
  • Work cooperatively with Sewers and Drainage Design and Green Infrastructure to design infrastructure that effectively manages storm water within City right-of-way, and develop details/specifications for, and implement, green storm water infrastructure in accordance with the Citywide Integrated Rainwater Management Plan (IRMP) where feasible
  • Assists in compiling and analyzing data, developing and monitoring metric and benchmarking programs, and making related recommendations, including departmental metrics and project and program related results
  • Responds to streets design related resident service requests
  • Other duties/responsibilities as assigned
Qualifications

Education and Experience:

  • A bachelor's degree in Civil Engineering, along with a minimum 5 years of related experience with at least 2 years in civil engineering road design or development servicing or an equivalent combination of education, experience and/or training
  • Registration or eligibility for registration as a Professional Engineer in British Columbia is required
Knowledge, Skills and Abilities:
  • Technical excellence in road design and/or development servicing design principles, processes & best practices
  • Ability to act as Engineer of Record for streets design projects including 3D road design, road drainage design, construction details, road widening, narrowing, or realignment to serve multiple transportation modes, sidewalk, paths, and plazas
  • Working knowledge of contract law and MMCD contracts & specifications, experience with construction and technical contract management
  • Experience managing medium to large design and construction projects
  • Excellent interpersonal, negotiation, conflict resolution and communication skills
  • Ability to lead and work collaboratively with professional staff engaged on a project
  • Self-motivated and ability to work with little supervision
  • Demonstrated organizational and time management skills in a high-volume and high stress environment; able to multi-task
  • Proven ability to identify, analyze, report on and implement effective solutions to problems
  • Strong customer service orientation with the ability to establish productive, professional working relationships at all levels of the organization
  • Proven ability to deal with internal and external customers in a positive, courteous and respectful manner.
