Creating the safe, sustainable municipal infrastructure that makes Toronto so livable is the responsibility of our Engineering and Construction Services (ECS) Division, which provides specialized engineering design and construction services to Toronto Water, Transportation Services, Solid Waste Management Services and other City of Toronto divisions, Agencies, Boards and Commissions, and external clients such as the development industry, utility companies and other public agencies.

The Division’s Business Improvement and Standards (BIS) unit provides business sustainment support, business improvement and operational support to the capital delivery, engineering review and other engineering support units within ECS. Working closely with other City divisions, BIS plays a key role in developing and implementing new guidelines, standards, specifications, practices and procedures affecting municipal infrastructure. The unit also engages in industry consultations to review best practices and emerging trends, while finding and promoting opportunities for improved service delivery.

Leveraging your experience as an Engineer (Business Improvement & Standards) within the Engineering Support Services Section, you’ll provide project management, technical expertise and engineering input in the renewal, development, implementation and maintenance of procedures manuals, design guidelines, construction standards and specifications, tender documents, and capital procurement templates. You’ll also support the units of the Division by providing specialized technical advice and training, undertaking research, and consulting with other City divisions and industry.

Project management accountabilities

As is typically expected of an Engineer, you’ll initiate and lead technical studies and projects, assist senior engineers and senior project managers with more complex assignments, and undertake technical investigations, analyses, surveys, investigations, research and development. You’ll also be counted upon to develop, evaluate and maintain project delivery tools and templates for various delivery models, including Requests for Proposals (RFPs), Requests for Quotations (RFQs), prequalification, design-bid-build tenders, design-build RFPs, and program management. Your ability to interpret, and report on, engineering plans and drawings, specifications, correspondence, reports and other documents in a timely manner will support your success in this role.

Leading by example to achieve results

Recognized for your ability to provide staff mentoring, training and support, and work collaboratively with clients, colleagues, elected officials, consultants, developers and other stakeholders, you’ll lead project team staff to ensure that timelines are met and projects are delivered on scope and on budget. You’ll also liaise with industry and professional associations, research institutions, etc., to maintain accuracy in design and construction practices, materials, technology and regulatory requirements while assessing scope, funding and schedule.

Communication and stakeholder management

A strong communicator, adept at conveying technical and non-technical information at all levels of the organization, and comfortable operating in a complex, multi-stakeholder environment like ours, you’ll capably represent the Division on various internal and external committees, task forces, and project teams, and at meetings with Councillors, the public, clients and other stakeholders. Your writing abilities will also be evident as you prepare technical and staff reports and briefing notes for Council, staff and the public, develop implementation plans, and ensure proper documentation of assigned projects.

Technical expertise and innovation

Committed to keeping current with design and construction practices, materials, technology and regulatory requirements in your field, and knowledgeable about construction materials and methods, as well as modern principles and practices of management and management controls, you’ll act as a valued source of technical advice and engineering expertise for the Division and the cluster. It will be your responsibility, as well, to assist in developing and maintaining technical design policies, procedures, guidelines and best practice manuals for the construction of municipal works infrastructure, including roads, sewers and watermains, and in developing, evaluating, maintaining and implementing ECS project management procedures, manuals and practices.

Among the other strengths you bring to the role of Engineer/ Project Manager (Business Improvement & Standards) will be the following key qualifications:

  1. Extensive experience applying the principles of Engineering related to technical design policies and procedures, engineering design and construction standards, specifications and processes.
  2. Extensive experience in Project Management in a Municipal Engineering environment.
  3. Experience in developing standards, specifications, reports, RFPs/proposals.
  4. Experience in developing implementation plans.
  5. To be eligible for the Engineer position, registration with Professional Engineers Ontario (PEO), or licensing as a professional engineer in good standing in another Canadian engineering association with the ability to obtain a P.Eng. licence with PEO required.

To fully carry out your duties in this key role, you will also call on your knowledge of relevant legislation related to the major responsibilities of the position, including the Occupational Health and Safety Act and its Regulations for construction projects, as well as your proficiency in using computer software, including Microsoft Windows, Excel, Word and PowerPoint.
