Job description

The City of Edmonton's Fire Rescue Services is seeking a highly skilled and strategic IT Analyst to join our team as the Emergency Systems Optimization Lead. This is a pivotal role that serves as the primary technical authority, strategic advisor, senior analyst, and process improvement lead for the critical systems supporting our Fire Rescue Services. This position is at the forefront of ensuring our technology solutions meet the unique operational needs of Fire Rescue, aligning with enterprise architecture principles and technical standards, including regulatory requirements like NG911. You will blend strategic architectural oversight with in-depth analysis and operational understanding, utilizing continuous improvement methodologies such as Lean Six Sigma. Your work will involve analyzing workflows, identifying efficiency gains, defining requirements, guiding solution design, and overseeing implementation. Acting as a key liaison, you will translate business needs into technical requirements, collaborate with vendors and external agencies, and guide major system transitions, including the move to Hexagon OnCall CAD.


What will you do?

  • Evolve and champion the target state architecture for fire systems, ensuring alignment with strategic objectives and operational requirements, while adhering to enterprise architecture principles and NG911 compliance
  • Act as the primary technical Subject Matter Expert (SME) and strategic advisor for the evolution of the CAD system and related public safety technologies
  • Lead the design and oversee the management of robust, secure, and resilient integrations between core systems (e.g., CAD, NICE Inform, Mobile Apps, Station Alerting, GIS, NG911 components, AHS InterCAD)
  • Continuously evaluate emerging technologies, industry best practices, and evolving standards, influencing technology strategy and investment decisions with data-driven recommendations
  • Apply Lean Six Sigma principles and advanced business analysis techniques to critically analyze complex operational workflows within Fire Rescue Services, identifying inefficiencies and opportunities for improvement
  • Lead collaborative efforts to elicit, analyze, document, validate, and manage business, functional, and technical requirements for system enhancements and solutions from a Fire Rescue perspective
  • Champion and lead initiatives to map value streams, identify bottlenecks, and redesign processes, leveraging system capabilities to optimize performance, safety, and service delivery
  • Provide technical leadership and project oversight for complex initiatives involving system implementation, upgrades, or enhancements (e.g., major CAD transitions, NG911 component integration)
  • Represent Fire Rescue's interests while engaging, influencing, and building strong working relationships with stakeholders across Fire Rescue operations, Emergency Communications, OCT branches, corporate departments, external partners, and vendors
  • Provide technical oversight, governance, and advanced troubleshooting expertise for core fire systems, acting as a final escalation point for critical technical or integration issues
  • Manage and cultivate strategic partnerships with key technology vendors, influencing product roadmaps and ensuring service level agreements (SLAs) are met
  • Other duties as assigned
Qualifications

  • University Degree in Computer Science, Engineering, Information Technology, Business Process Management, or a related field along with 4 years relevant experience in business technology analysis, support and process transformation in emergency services OR
  • Post-secondary diploma in a related discipline and 5 years related experience in business technology analysis, support and process transformation in emergency services OR
  • Certificate in a related discipline and 7 years related experience in business technology analysis, support and process transformation in emergency services
  • Extensive experience applying business analysis and process improvement methodologies (like Lean Six Sigma) to analyze complex workflows, define strategic requirements, and implement measurable improvements in an operational or IT context
  • Proven experience leading complex, cross-functional system implementation, integration, or transition projects (e.g., CAD replacement, major upgrades) utilizing formal project management methodologies

Assets:

  • Certifications related to project management, process improvement, and business analysis

Skills required for success:

  • Deep knowledge and understanding of Fire Rescue Services operations, dispatch protocols, incident command structures, operational pressures, and service delivery models
  • Knowledge of NG911 concepts, standards, architecture, and technological implications for public safety agencies
  • Demonstrated expertise in Lean Six Sigma principles, encompassing tools and methodologies such as DMAIC, Value Stream Mapping, and Waste Reduction
  • Advanced analytical, strategic thinking, critical thinking, and complex problem-solving skills for multifaceted technical, integration, and process-related challenges
  • Expert business process mapping, analysis, optimization, and redesign skills focused on Fire Rescue workflows
  • Data analysis, interpretation, and visualization skills to support strategic decision-making for Fire Rescue
  • Advanced stakeholder management, negotiation, conflict resolution, and facilitation skills
  • Ability to effectively translate complex Fire Rescue operational needs, strategic goals, and enterprise standards into effective technical requirements, architectures, and multi-year roadmaps
  • Ability to lead, influence, build consensus, and collaborate effectively with diverse, cross-functional teams and stakeholders at all levels without direct supervisory authority
  • Ability to think strategically, anticipate future technological and operational trends relevant to Fire Rescue, and influence long-term planning

Conditions of Employment:

  • Hire is dependent on Police Information Check with Vulnerable Sector Check satisfactory to the City of Edmonton, and there may be a cost associated with this requirement
  • Valid Alberta Class 5 driver’s license (or provincial equivalent) or higher. Obtaining and maintaining a City Driver's permit is a requirement of this position
  • Candidates will be required to arrange their own transportation and where appropriate will be reimbursed in accordance with City of Edmonton policy. This may require the candidate to obtain business use auto insurance

Work Environment:

  • This position may be eligible for a hybrid work arrangement with the flexibility to work from both home and the worksite as per the Letter of Understanding between the City of Edmonton and Civic Service Union 52

Hours of Work: 40 hours per week.

Salary Range: $48.360 - $61.711 (Hourly); $100,975.680 - $128,852.570 (Annually)

Salary ranges are in the process of being updated in accordance with the recently ratified collective agreement between the City andCSU 52 and will be forthcoming shortly.
