Main Purpose and Function

The Emergency Planning Coordinator I develops and coordinates programs, and manages projects within the Vancouver Emergency Management Agency and consults with internal and external stakeholders to develop emergency plans, guidelines and procedures; chairs and/or supports local, regional and provincial planning initiatives. The position is responsible for developing, delivering and evaluating training to staff and volunteers in the form of in-person courses, workshops and exercises and coordinates and supports the administration, training, and deployment of staff and/or volunteer emergency teams to support response to planned and unplanned events.

Specific Duties and Responsibilities

• Facilitates and leads multi-stakeholder planning teams to develop plans, procedures and protocols to support coordinated inter-departmental response to emergencies.
• Leads and participates in the development of risk assessments, after-action reviews and debriefs.
• Develops and delivers a wide range of training, workshops and exercises to a variety of participants, in a range of formats.
• Develops and delivers effective presentations to audiences of various sizes, backgrounds and seniority levels.
• Documents, analyzes and implements recommendations from after action report and improvement plans.
• Provides direct response support and EM expertise in Emergency Operations Center(s); effectively utilizing and supporting the utilization of EOC technology as part of maintenance, response and training operations.
• Acts as VEMA Duty Officer and carries out related duties as required. This includes a 24/7 on-call rotation for a one-week period every 4-6 weeks.
• Manages budgets and project plans effectively.
• Other duties/responsibilities as assigned

Qualifications

Education and Experience:

• Completion of Grade 12, supplemented by courses in emergency management and considerable experience in emergency planning work, training development and delivery, project management.
• Experience working with emergency management information systems, communications and audio visual technology and in managing and maintain projects and ongoing program, or an equivalent combination of training and experience.

Knowledge, Skills and Abilities:

• Considerable knowledge of emergency planning, municipal organization and operations, outside agencies and private organizations that could provide support during a major emergency or disaster, and the planning of emergency response exercises;
• Working knowledge of British Columbia Emergency Management System, and Federal and Provincial regulations associated with emergency management;
• Working knowledge in the following areas of emergency management: mitigation, planning, response, and recovery
• Communicates clearly and effectively both verbally and in writing.
• Strong project management skills and an ability to learn new technology with minimal training;
• Ability to present views and ideas effectively to a broad range of audiences, both orally and in writing;
• Ability to write concise, clear technical documents, guidelines, procedures and plans.
• Ability to develop and deliver training;
• Ability to plan, coordinate, execute and evaluate exercises to test emergency procedures in simulated conditions;
• Ability to plan and implement preventative maintenance programs for EOC systems and other EM assets;
• Ability to effectively manage multiple tasks, deadlines and deliverables
• Ability to adapt effectively with change, uncertainty and stress.
• Ability to participate in or chair committees comprising of senior personnel from various levels of government, industry, and private organizations;
• Ability to listen effectively to stakeholders in order to incorporate feedback into training, plans, processes and procedures.
• Ability to successfully meet and deal tactfully and effectively with the public, and maintain harmonious working relationships with staff, partners and civic officials.
• An Enhanced Reliability Check security clearance is a requirement of this position.
• A current and valid BC Driver’s License is a requirement of this position. Transportation arrangements must meet operational requirements of the Department

Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work a hybrid work week from locations that are a daily commutable distance from their work at a City worksite. At this time this position is eligible to be part of the Flexible Work Program.
