Join the County of Elgin as an Emergency Management Program Coordinator


Position Title: Emergency Management Program Coordinator


Type: Permanent, Full-time, Non-union


Compensation: $39.38 – $46.07 per hour ($71,663.54 – $83,850.86 per year)


Hours: 35 hours per week; some overtime, evening and weekend work may be required. Additional hours required during complex municipal emergency responses.


Location: County Administration Building; travel in and throughout the County will be required and incumbent will be required to arrange for their own travel as required with compensation paid for through mileage reimbursement.



Your responsibilities


  • Coordinate with the Manager, the rest of the Emergency Management team and Municipalities to ensure that all provincially required documentation, including, but not limited to, Emergency Management Committee agendas and minutes, critical infrastructure information, emergency response plans, exercise development, exercise reports, training records, are completed on an annual basis.

  • Update / maintain the Hazard Identification and Risk Assessments (HIRA) for the County and Member Municipalities.

  • Maintain all supplies and documentation in the primary and alternate Municipal Emergency Operation Centres. This includes completing an annual inventory of the supplies, coordinating the ordering and re-stocking of necessary supplies.

  • Develop, deliver and participate in emergency management training opportunities for Municipal Emergency Control Group and support staff.

  • Assist with the formulation and delivery of annual practice emergency training exercises for the County of Elgin and Member Municipalities.

  • Conduct annual emergency notification exercises for the County of Elgin and Member Municipalities.

  • Develop and deliver annual municipal public awareness / education programs including, but not limited to, Emergency Preparedness Week, as approved (including the development of public education material which may involve preparing, printing and distributing said materials, ensuring the public education information on the County's and Member Municipalities' internet and social media sites are maintained through communications staff).

  • Maintain the critical infrastructure lists for the County and Member Municipalities in a format suitable for reporting to the province and on GIS systems.

  • Coordinate with staff to ensure that GIS information is maintained and available for use during emergency management exercises and for Municipal emergency responses.

  • Maintain the documentation and contact information for the County and Member Municipality Emergency Response Plans.

  • Assist with the development and delivery of presentations to stakeholders, partner agencies and the public about emergency management programs.

  • Assist with the formulation of reports for the County and Member Municipalities Committees and Council.

  • During emergencies, the Program Coordinator will assist the CEMC in providing the County with advice on relevant emergency management legislation, the Emergency Response Plan and other relevant emergency management response information.

  • Provide the County and Member Municipalities with regular updates on an emergency in the absence of the CEMC.

  • Assist the CEMC, County Departments and Member Municipalities with the development, implementation and maintenance of the County's Service Continuity Plans and programs including appropriate risk assessments, business impact analysis, department training and exercises.

  • Assist with other emergency management duties as assigned, which may include, but not be limited to, hazard specific response plans, participation on Elgin County Committees and working groups.

  • Develop and deliver emergency management training programs, including annual compliance requirements, as well as, and not limited to, Emergency Management of Ontario programs.

  • Other duties as assigned to assist with the operation of the Emergency Management Department for the County of Elgin.



Qualifications


  • Two-year College diploma in Emergency Management, Planning, Social Services or a related discipline, preferred.

  • Emergency Management certificate is preferred.

  • Minimum of two years experience or equivalent working in a municipal government environment in the field of emergency management, preferred.

  • Successful completion of one or more of the following Emergency Management Ontario courses; CEMC EM 300, BEM EM 200, IMS 100, IMS 200, IMS 250, and Note Taking EM 240, preferred.

  • Knowledge and understanding of the Emergency Management and Civil Protection Act and related legislation.

  • Knowledge and understanding of emergency management principles and best practices.

  • A valid driver's licence and a satisfactory driver's abstract.

  • Knowledge of the Fire Protection and Prevention Act associated regulations, and OFC or AS&E processes, considered an asset.

  • Ability to develop and maintain cooperative and effective working relationships with a broad and diverse group of stakeholders.

  • Ability to deal tactfully in all situations.

  • Effective time management skills.

  • Strong communication and facilitation skills.

  • Understanding of GIS mapping software considered an asset.

  • Good social media and marketing skills considered an asset.
