Are you a dynamic, experienced emergency management professional passionate about ensuring community safety and resilience? The City of Edmonton seeks a dedicated Emergency Management Officer to join our team.

Reporting to the Assistant Deputy Chief of Emergency Management and Communications, you will play a pivotal role in developing, maintaining, and implementing the City’s comprehensive Emergency Management Program. Adhering to the Local Authority Emergency Management Regulation requirements, this program utilizes an all-hazards approach to prepare for, respond to, and recover from major emergencies and disasters, focusing on minimizing loss of life, injury, and property damage. In a major Canadian municipality navigating the complexity of climate-related risks and a population experiencing rapid growth from migration and immigration, you will apply mitigation, preparedness, response, and recovery strategies while collaborating with regional partners and participating in a 24 / 7 on-call Duty Officer rotation.

What will you do?

  • Manage and maintain the strategic plan for the City’s emergency management program, including the Municipal Emergency Plan
  • Conduct hazard inventory and risk assessments in partnership with internal and external stakeholders
  • Lead or co-lead the planning of major events and facilitate post-activation lessons learned
  • Deliver Incident Command System and related training (including tabletop and full-scale exercises) for City of Edmonton employees and external agency partners
  • Maintain the City’s primary and secondary Emergency Operations Centres for immediate activation
  • Assume leadership roles within the Emergency Operations Centre during activations, providing direct supervision to seconded City of Edmonton employees from across the corporation
  • Participate in developing and delivering briefings to the Emergency Advisory Committee (Edmonton City Council) and Emergency Management Agency (the City of Edmonton’s Executive Leadership Team, the Fire Chief, the Deputy Fire Chief of Community Safety and Risk and the Chief of Police)
  • Translate any strategic insights and directions from the Emergency Advisory Committee and Emergency Management Agency into timely operational actions through the Office of Emergency Management and Emergency Operations Centre
  • Act as the City’s emergency management representative in a 24 / 7 Duty Officer call rotation and recommend activation of the Municipal Emergency Plan as needed
  • In the Duty Officer role, authorize the deployment of the Emergency Support Response Team and manage partnership relationships and community donations during emergencies

Qualifications :

  • Knowledge, training and / or education in Disaster and Emergency Management / Risk Management, Business, Public Administration, Emergency Services or a related field; with emphasis on emergency planning or risk management
  • Experience in emergency management, with a strong focus on, or understanding of, Municipal Emergency Plans
  • Proven leadership experience within an activated Emergency Operations Centre
  • Incident Command System certified 100-400 and instructor qualified

Preferred Qualifications :

  • Business Continuity Planning certification from the Disaster Recovery Institute or equivalent
  • Certified Emergency Manager from the International Association of Emergency Managers, or eligibility for same based on experience

Skills required for success :

  • In-depth knowledge of Emergency Programs and experience as an Incident Commander / Director in an activated Emergency Operations Centre
  • Ability to make effective and calm decisions under time pressure with limited information
  • Strong communication skills (written and verbal) with the ability to facilitate training and interact with diverse agency and community partners
  • Demonstrated commitments to equity, diversity and inclusion, including the knowledge and experience as to how these commitments relate to all phases of the emergency management cycle
  • Demonstrated ability to work independently and collaboratively, prioritizing tasks and ensuring completion within work plans
  • Demonstrated ability to support physically and psychologically safe working conditions for multi-disciplinary teams in high-pressure situations

Conditions of employment and work environment :

  • Up to : 1 permanent, full-time position
  • Hours of work : 36.9 hours per week, Monday - Friday
  • Salary Range : $102,590.85 - $128,237.58 (Annually)
  • This position may be eligible for a hybrid work arrangement with the flexibility to work from both home and the worksite
  • This position is eligible for the EDO program (Earned Day Off)
  • Hire is dependent upon a Police Information Check, including a Vulnerable Sector check satisfactory to the City of Edmonton
  • Valid Alberta Class 5 driver's license (or provincial equivalent); Must obtain business auto insurance for personal vehicle use on City business
  • Obtaining and maintaining a City Driver's permit is a requirement of this position
  • Management and Out-of-Scope positions at the City of Edmonton are being reviewed for possible inclusion in the Civic Service Union 52 bargaining unit. If this position is impacted, the incumbent will be notified accordingly.
