Position Summary:

The successful candidate will be responsible for using radio and computer-based systems to dispatch and respond to emergency situations, record highway incidents and refer incidents to appropriate persons and agencies. The control centre is responsible for providing 24 X 7 x 365 dispatch and monitoring of all activity on the Highway. The dispatcher will perform daily reviews and assessments of the prior shift’s activities including incident reports and camera footage. The dispatcher must coordinate planned and unplanned closure/open notifications in the IMS system, prepare traffic/road and weather reports, deal with police and general inquiries. Throughout the shift dispatchers must monitor the highway via CCTV cameras, receive and make calls via the radio and phone regarding situations, incidents and inquiries on the highway, enter Road Work Permits, advise field patrollers of weather changes across the highway, log winter operations into reporting systems, review locate requests, gather reports for invoices, and assist with imminent situations if requested by emergency services.

Position Responsibilities:

  1. Log and record all communications into the Incident Management System (IMS), this includes both emergency and non-emergency incidents along the 407 ETR highway.
  2. Document all maintenance, construction, and tolling activities in the IMS system.
  3. Document and send open/closure notices for activities dealing with all ramp or lane/road closures.
  4. Receive and make calls via the radio and phone in regard to situations, incidents and inquiries on the highway.
  5. Monitor winter weather systems and document winter conditions and activities; Road Weather Information Systems, Environment Canada and USA weather forecasts via the internet. Prepare and summarize highway road condition reports, help dispatch winter maintenance equipment when required.
  6. Daily review of prior shift’s incidents/activities.
  7. Ensure planned and unplanned closure/open notifications are accurately entered in the IMS system, marked on/off site and are entered in WAZE when applicable.
  8. Monitor CCTV Cameras; Monitor and maintain CCTV cameras for collisions, debris, weather, construction zones.
  9. Create & manage incident folders – video footage/pictures.
  10. Notify proper agencies for any irregularities on highway and dispatch patrollers.
  11. Update customer information channels such as Waze and 407 ETR App.
  12. Review and respond to Locate Requests/Emergency Locates.
  13. Monitor and respond to traffic signal issues/alerts from Miovision - Traffic Signal Control system.
  14. Assist with collecting documentation for invoice or damage claim purposes – reports, footage, pictures.
  15. Work 12-hour rotating shifts (days & nights) on weekdays, weekends and holidays.

Qualifications:

  1. Emergency Dispatch or Telecommunications course learned through Community College – min. 1 Year Program or equivalent experience.
  2. Related post-secondary education or experience an asset.
  3. Minimum 2 years’ experience dealing in a customer service environment.
  4. Good computer skills utilizing Microsoft Word, Excel, Access, IMS, RWIS, Weather Radar, WAZE & Google Maps/Google Earth.
  5. Hands on experience with 2-way radio dispatch equipment.
  6. Experience working with CCTV cameras an asset.
  7. Must possess strong communication and organization skills.
  8. Ability to prioritize and work well under pressure.
  9. Strong interpersonal, decision making and problem-solving skills.
  10. Team player capable of working independently.
