About the BCLDB:

The BC Liquor Distribution Branch (LDB) is one of two branches of government that provide oversight for the beverage alcohol and non-medical cannabis industries in the province. The LDB is responsible for the wholesale distribution of liquor and cannabis and operates the retail brands BCLIQUOR and BC Cannabis Stores.

In Human Resources (HR), we support a large, distributed organization with a range of services from our Talent & Compensation, Organizational Development & Change, Employee Relations and Investigations, and Organizational Health and Safety teams. About this role:

The Senior Manager, Compensation provides advice and guidance regarding compensation (including pay, benefits and leaves) consistent with policies and procedures defined by acts (CRA, Pension Administration, Service Canada), main and component agreements and/or direction from LDB executive.

This position ensures the accurate processing of pay, leaves and benefits for all LDB employees and manages the relationship with LDB's external payroll services provider.

The Senior Manager plays a critical role in strategic program development, projects and continuous improvements that improve operations and align to the organizational goals and strategies.

The Senior Manager, Compensation reports to the Director, Talent and Compensation, and applies an understanding of LDB operations and comprehensive knowledge of PSA policies, main and component agreements to manage the provision of services.

Special requirements and working conditions include the ability to travel occasionally, and possibly overnight, within the Province of British Columbia. Candidates may also be required on occasion to work from the Delta location. A successful completion of a criminal record check is required.

Position requirements:

Education and Experience:

Degree in business administration, finance, accounting, human resources or related field, with 3 years of recent, related leadership experience*.

OR

Diploma in business administration, finance, accounting, human resources or related field with 5 years of recent, related leadership experience*.

*Recent, related leadership experience must have occurred within the last 10 years and must include the following:
  • Providing payroll, employee benefits, and leave administration services to a large, multifaceted organization, including experience with providing direction and leadership for the resolution of complex issues.
  • Leading, supporting, and developing direct and indirect reports within a structured organization, and managing multi-tiered support service delivery teams.

Preference may be given to candidates with experience in any of the following:
  • National Payroll Institute Payroll Leadership Professional (PLP) certification, or related accounting or payroll coursework.
  • Experience overseeing the administration of pension plans and WorkSafe BC payments.
  • Experience in a unionized environment.
  • Experience with Human Resource Information Systems, PeopleSoft preferred.
