We are seeking an experienced and dynamic Senior Project Manager with Mechanical and/or Electrical (MEP) background to support design and construction activities for a major healthcare facility expansion and renovation project.

Project:

The Royal Columbian Hospital Development and Redevelopment project is well underway with Phase 2 slated to open in 2025, and the design-to-delivery timeline for Phase 3 extending to 2030.

Highlights for the RCH Development and Redevelopment project include:

  • A new and larger Emergency Department with more treatment spaces and a satellite medical imaging unit;
  • More operating rooms and interventional radiology and cardiac suites on a surgical and interventional ‘superfloor’;
  • More beds for intensive care, cardiac intensive care, obstetrical, and medical/surgical patients;
  • Larger maternity unit joined to the Neonatal Intensive Care Unit;
  • Advanced technologies and equipment;
  • 350+ underground parkade, new main entrance, and rooftop heliport.
RCH is a Level One Trauma Centre that provides a number of highly specialized acute care services such as tertiary trauma, cardiac surgery, neurosurgery, interventional cardiology, and thoracic surgery that often require the care of multiple medical specialists, multidisciplinary care teams, and the use of specialized equipment and technology.

Position Highlights:

As a Senior Project Manager, you will be accountable for the delivery of Mechanical and Electrical services for a multi-phase healthcare redevelopment project to the agreed outcomes for time, budget, and quality requirements.

You will play a pivotal role in managing the design, procurement, construction, commissioning, start-up, and handover to Royal Columbian Hospital operations teams.

Build on your education and experience as you:

  • Oversee the implementation and support the design of MEP systems including HVAC, plumbing, electrical, fire protection, building controls, and hospital technology integration systems.
  • Lead the commissioning process within the Royal Columbian Hospital Redevelopment Project (RCHRP) in conjunction with the Commissioning Authority and stakeholders.
  • Strategize effective project communication plans and ensure their execution to effectively resolve risks or issues which arise during the Project.
  • Be the escalation point for any resource and project delivery issues to support the Project delivery plan.
  • Mentor other Project Team members (Project Managers and Project Leaders) to obtain knowledge and understanding of mechanical and electrical systems.
  • Provide project direction and coordination for all commissioning and close-out of Mechanical & Electrical systems.
  • Apply technical expertise to advise and assist senior management to achieve its vision and strategic direction.
  • Lead the technical review, inspection, and observation during construction, handover, and start-up with technical expertise to ensure compliance with the project requirements, relevant government regulations, guidelines, and the Organizations’ requirements.
  • Review and provide inputs to the design and procurement of projects related to new facilities and/or renovations by developing project budget estimates, procurement documentation, evaluation, and contract management.
  • Provide quality control in collaboration with advisors/consultants to ensure that the project meets the requirements as set out in the contract.
  • Engage, direct, and work with/collaborate with the project team, consultants, facility management, designers, construction contractors, and other stakeholders to ensure strong and effective communication between on-site work groups.
  • Ensure direct integration and coordination with the Senior Leader, Construction or designate as required/appropriate.

  • A Bachelor’s degree in Mechanical, Electrical Engineering, or a related field.
  • Preference is given to applications with certification as a Project Management Professional (PMP) or equivalent qualification.
  • Experience in technical commissioning and construction management is an asset.
  • CP, BCxP, ASHRAE, NEBB, or AABC Certification is an asset.
  • Minimum 7 years of progressive experience in all phases of project planning and construction inclusive of supervisory experience, in a large complex organization such as health care.
  • An equivalent combination of education, training, and experience may be acceptable.

Detailed Overview

The Senior Project Manager is responsible for overseeing and supporting the planning, design, and/or implementation of assigned large facilities projects with a high degree of complexity, including project planning, project management, communications, and contract management. Supervises assigned staff and provides leadership by directing work teams, contractors, and consultants to ensure accountability and performance.

Responsibilities

  • Manage the planning and implementation of new facilities, larger renovation projects, and/or a portfolio of smaller projects from the initial planning and design stages through to implementation and completion; provide support by conveying policies and priorities, directing work, and ensuring issues are resolved or escalated to appropriate level(s) to meet project deliverables and timelines.
  • Establish project team structure by gathering input from stakeholders, identifying needs and skills required; direct and supervise assigned staff by assigning work, orienting staff, developing and implementing appropriate staff development and retention plans; conduct performance evaluations as required.
  • Establish effective communications channels to ensure stakeholders are fully engaged and aware of project status; provide frequent clear and concise reports to Redevelopment leadership regarding ongoing issues, progress updates, challenges, and opportunities.
  • Carry out project plans according to established Redevelopment project methodologies and systems to ensure successful and coordinated completion of project components by facilitating consensus with stakeholders. Monitor project charter, plans, budget, scope, schedule, expenditures, client satisfaction, and risks; report on variances and impacts to deliverables, and make recommendations to Redevelopment leadership to mitigate cost overruns, maintain adherence to allocated budgets and timelines, and ensure delivery of a successful project.
  • Lead business plan development for large capital projects through the preparation of feasibility studies, analysis and solution development, development of the project charter, functional requirements, scope and design concepts, budgets, and implementation planning.
  • Manage strategic space and facility planning initiatives including development of site master plans, regional planning studies, capital funding strategies, and asset leveraging opportunities.
  • Serve as a Redevelopment site coordinator monitoring all planning and project activities on designated site(s), including those led by other site Redevelopment teams, identifying areas of overlap, conflict, and coordination; liaise with site and Redevelopment leadership to identify, recommend and implement management strategies.
  • Lead and oversee planning, design, and contract preparation by engaging clinical planners, equipment planners, design consultants, and various user groups for assigned projects; review and sign off schematic designs, design development documents, and working drawings and specs for functionality, attainment of program/facility needs, adherence to technical standards and specifications, efficiency and cost-effectiveness of the design solution, consistency with best practices, energy & environmental sustainability, and building code compliance. Lead and/or facilitate all stages of project construction and operational commissioning.
  • Lead the engagement of professional consultants and contractors with support from Procurement; manage established contracts and oversee performance to ensure that consultants and contractors complete on obligations and deliverables; negotiate changes and resolve disputes within authorized limits.
  • Liaise with the Planning and Engineering Departments of various municipalities in geographic areas supported by Fraser Health; negotiate and establish requirements and approvals for facilities projects such as development, building, and rezoning permits, as needed.
  • Establish and maintain a network of relationships and influence in order to promote site interests and issues and to influence decision-making affecting project outcomes with internal groups/departments. Monitor adherence to established quality control/risk management protocols. Identify, communicate, and work with appropriate stakeholders to mitigate potential risk management issues. Manage ongoing customer relations. Ensure Fraser Health's interests are represented in the resolution of problems.
  • Manage the recruitment, orientation, and professional development of employees through the formal assessment of training needs and development of training plans; ensure staff are knowledgeable and fully understand their roles and responsibilities.
  • Update department knowledge of current and emerging facility design and innovations through evidence-based design concepts; use design and construction research in the development and updating of design and construction standards and guidelines. Develop and coordinate facilities planning practices principles, standards, and policy through application of evidence-based best practice and LEAN principles.

Qualifications

Education and Experience

Bachelor's degree in Architecture, Interior Design, Engineering, or related field. Professional designation plus seven (7) to ten (10) years' recent, related, progressive experience in all phases of project planning/design/construction management for a large complex multi-site organization, or an equivalent combination of education, training, and experience.
