Position Summary:The Education Program Manager oversees all Educational Coordinators and instructional staff within the ORR Transitional Foster Care (TFC) and Long-Term Foster Care (LTFC) programs. This role ensures the delivery of high-quality educational services, including implementing the daily 6-hour educational requirement for minors in TFC and the successful enrollment, academic progress, and career planning for youth in LTFC. The Education Program Manager is responsible for training, auditing, and ensuring compliance with ORR and state education guidelines while supporting long-term academic and vocational success.

Leadership and Oversight:

  • Supervise and support Lead Teachers, Education Coordinators, and instructional staff across ORR Educational Wellness programs.
  • Ensure curriculum implementation and instructional quality meet ORR requirements and internal standards.
  • Oversee programmatic education services across both TFC and LTFC programs.

Training and Development:

  • Develop and facilitate training programs for education staff on trauma-informed teaching, cultural responsiveness, and ORR educational expectations.
  • Provide technical assistance and mentorship to education staff to ensure consistency and excellence.
  • Conduct observations of the Education team for the purposes of increasing knowledge and improving methods through coaching and support.
  • Coordinate and supervise curriculum development within the Education team.

Compliance and File Auditing:

  • Conduct regular audits of education records to ensure compliance with ORR guidelines and state education requirements.
  • Implement corrective action plans for discrepancies or non-compliance and track resolution outcomes.

Transitional Foster Care (TFC) Education Oversight:

  • Ensure that all minors in TFC receive a minimum of six hours of structured education daily.
  • Manage the implementation and quality of the internal TFC curriculum, ensuring alignment with trauma-informed, developmentally appropriate standards.
  • Coordinate educational transitions for long-stay minors, including enrollment in public school when applicable.

Long-Term Foster Care (LTFC) Education Oversight:

  • Oversee timely school enrollment for minors in LTFC and support their academic transitions.
  • Guide minors in identifying and accessing vocational training, GED programs, and postsecondary education.
  • Monitor academic progress and create Individual Academic Success Plans (IASPs) that align with youth goals.

Communication and Collaboration:

  • Serve as the liaison between MARSELL and educational institutions, school districts, and vocational training providers.
  • Collaborate with program directors, case managers, and clinicians to ensure integrated service delivery.

Reporting and Documentation:

  • Maintain accurate documentation of academic plans, enrollment status, and progress reports in the EMR.
  • Generate internal and external education reports for audits, licensing, and ORR compliance.

Program Development and Coordination:

  • Enhance the delivery of education services through program development, partnerships, and innovation.
  • Collaborate with leadership to align education services with the overall goals of the Educational Wellness and Family Wellness divisions.

Supervisory Responsibilities: Manages subordinate employees. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws.

  • Minimum 4 years of experience working in educational programs, with at least 2 years in a supervisory or leadership role.

Experience working with youth in foster care, refugee, or immigrant populations is strongly .

Understanding of school enrollment processes, trauma-informed practices, and career-readiness programming.

Education/Experience: Bachelor's degree from four-year college or university; or one to two years related experience and/or training; or equivalent combination of education and experience.

  • A bachelor’s degree in education, social work, public administration, or a related field is required.
  • Master’s degree .
  • Experience with IEP/504 coordination, MTSS frameworks, and school re-entry planning is a plus.

Ability:

Bilingual in Spanish but not required.

Read, analyze and interpret business, professional, technical or governmental documents. Write reports, business correspondence and procedure manuals. Effectively present information and respond to questions from managers, customers and the public.

Mathematical Ability:

Add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions and decimals. Compute rate, ratio and percent, and draw and interpret bar graphs.

Reasoning Ability:

Solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

Computer Skills:

  • Proficiency in MS Office (Word, Excel, Outlook)
  • Proficient in the use of standard office equipment.

Supervisory Responsibilities: Directly supervises employees in the Department. Carries out supervisory responsibilities by the organization's policies and applicable laws.
