Employment Opportunity: Education Program Manager
Location: Halifax, NS
Salary: $75,000
Employment Term: Contract Hire date - March 31, 2026 (possible yearly renewal), Full time hours (35 hours/ week)
General Description:
The MNFC is looking for One (1) Education Program Manager for our office location at 2021 Brunswick St. The Education Program Manager oversees the education programs and facilitates the delivery of the services approved in the strategic work plans in education. This includes the review and implementation of the Wije’winen Indigenous Knowledge Initiative, ALP and GED programs. The program manager will work in collaboration with the Executive Director of the Mi’kmaw Native Friendship Centre, Mount Saint Vincent University and other stakeholders to deliver educational programs and services to the Urban Indigenous Community. The Education Programs Manager reports to the MNFC Programs Manager. The job description will change as the workplace changes.Please note: This is a designated position for a Mi’kmaw and/or Indigenous person.
Key Responsibilities:
Administration
  • Ensure that you and all team members are trained and maintain the Mi’kmaw Native Friendship Centre’s (MNFC) database and input client information using HIFIS and the Nova Scotia School of Adult Learning’s (NSSAL) LAMPSS database.
  • Oversee all administrative duties related to the program are completed in a timely manner.
  • Ensure the education programs reflect values; provides educational counseling services to students.
  • Compile statistics and data that will assist with the outcomes and evaluation of the education initiative
  • Manages the education programs in accordance with the policies and within the scope of work plans and budgets
  • Ensure that the general education policies of the MNFC are developed and updated yearly
  • Prepare and make presentations to the Board & ED as required
  • Complete all required reporting for the education department
  • Attend training, educational conferences and meetings as required
  • Adhere to all MNFC policies
  • May perform other related duties as required
Strategic Development and Growth
  • Promote, educate and bring awareness of all the education programs (WIKI, CAEC, ALP, Essential Skills and Life Skills) within communities and organizations
  • Develop, implement, and modify a process for student recruitment and retention plans
  • Build and foster new and existing relationships within the communities and organizations through networking events, committees, and advisory groups.
  • Work collaboratively to develop an education curriculum based on education program levels.
  • Hold ongoing consultations with MSVU administration and faculty to improve the curriculum and identify instructors for the program
  • Work with MSVU Indigenous Advisor to decolonize curriculum and access to higher education
  • Research funding support that is available to prospective students
  • Ensure delivery of all post-secondary and training courses in accordance with the guidelines as established by the WIKI program
  • Liaise with other educational institutions to develop institutional partnerships and working relationships for future development
  • Market the education program as necessary to promote education services offered to the community.
  • Work in partnership with service providers that offer additional supports including but not limited to Community Band Education Departments, Native Council of Nova Scotia, Native Women’s Association of Nova Scotia
  • Commit to the development of the MNFC and participate in internal committees, projects and activities
  • Seek and write proposals to attain new funding opportunities
  • Serve as the representative on Urban Education Boards
  • Develop Education Department Strategic Plan and Workplan Frameworks for individual education programs
  • Serve as a cultural navigator for staff and community members when needed.
Human Resources
  • Provide guidance and management of department staff members
  • Be a cultural leader in the department and a participant in organizational cultural activities.
  • Train staff working with students with all program application processes
  • Support staff with short-term problem-solving solutions, identifying and assessing supports and referrals as needed
  • Develop and deliver a training program for all education employees that includes intake, assessments, database entry for MNFC and LAMPSS systems, and provide guidance on how to develop decolonized curricula
  • Ensure students are provided support in areas of academic services of tutoring, ensure students have the necessary emotional and physical support during their WIKI program.
  • Provide guidance as the student’s transition from on-site to on-campus learning.
Qualifications and Experience:
  • Indigenous community member with clear ties and relationships with community
  • Master's degree in education (considered an asset)
  • Three or more years in case management and program management
  • Comprehensive understanding of Indigenous issues surrounding education (application, admissions, funding sources, barriers) and related issues specifically to an urban Indigenous population.
  • 6 years related experience.
  • 2-4 years of management experience.
  • Experience in the education field as a teacher and/or administrator will be considered an asset.
  • Experience working at a strategic level and building consensus.
  • Experience in working with school boards, provincial education policies and adult learning policies will be considered an asset.
  • Experience leading significant transformation initiatives and managing teams through significant change.
  • Experience building new teams or organizations.
  • Experience managing complex projects with multiple partners in the public, private, and/or non-profit sectors.
  • Experience in fostering and establishing transformative partnerships.
  • Experience establishing new partnerships, such as partnership agreements, new infrastructure, and integration.
Salary/Employment Term: $75,000 annually, full-time hours
